[~SOLUTION AU!~HORIZI2'~G FIL~[G OF APPLICATION FOR GRA~ TO K~P~S, Title Vii of the Housing Act of 1961, as amended, provides For the making of grants by the Secretary of the Depa_r~ment of Housing and Urban Deve!o~,~ent to States mhd local public bodies to assist th~.~ im the acquisition mad development of per~.~nent interests in land for open-space uses where such assistance is needed for csrry- ing out a m~fied or officially coordi~ated program for the provision and development of open-space land as part of the cmmprehensively planned develo~nent of the urban area; and ~g~EREAS, the City of Portsmouth, Virginia, d~sires to acquire and develop fee s~mpte interest to certain l~nd kno~,-~ as Obici Farm ~f~ich land is to be held ar~ used.for pemanen5 open-space land'for recreational ptu~poses; and ~ZP~tS, Title ~I of the Civil ~vs Act of 1964, and the reguiatio~s of the Department of Housi~ ar~l Urban Development effec- tuating timt Title, provide that no person shall be d~scrimir~ted against because of race, color, or'national origin i~f the use of the land acquired m~,d/or developed; ;~K~EAS, it is recognized t~m~.the contract for Federal grant will ~.~pose certain obligations 8~nd responsibilities, upon the City of Portamouth, Virgimia, and till require amomg other thin~s (1) assurmnces that families and individuals displaced as a result of the o~en-s~ace land project wilI be relocated into decent, safe, and s~nita~y housir, g, (2) compliance with Federal labor standards, arid (3) can%~.tiance ?~th ~ederal requirements relat~z~ to equal' amptozm~nt opport 'unmty; and WK~_~L~S, it is estLmated tb~t the cost of acquiring said interest will be $300,000.00: NOW~ ~EEI:~-OI~E, BE IT RESOL?~-~ BY TI~ CObT~ICiL OF T~ CITY OF FORTS..DUi?i, VIi~ii~A, AS iWOLLOWS: I.
