RESOLUTION OF THE CITY COUNCIL OF THE'CITY OF PORTS~IOUTH APPROVING THE UNDERTAKING OF SURVEYS AND PLANS FOR THE .CRAWFORD URBAN RENEWAL AREA -WHEREAS, under Title I of the Housing Act of 1949, as amended (herein referred to as "Title I") the Department of Housing and Urban Development is authorized to extend financial'assistance to local public agencies in the ~limination and prevention of .the spread of' their slums and urban bliEht through the planning and undertaking of urban renewal projects; and WHEREAS, Title VI of the Civil Right~ Act.of 1964, and the' regulations of the Department of Housing and Urban Development ef- fectuating .that Title, provide~hat no-person shall, on the ground of race, color, or national origin~ be' excluded fr6m participation in, be denied the benefits of, ~r be Subjec~ed to discrimination in the undertaking and c~rrying out of urban renewa~ p~oj~cts ~ss{~ted u~der Title I of the ~oueing Ac~to~ 194~ as~amemded; and . C %q{EREAS, it is ~esirable and in-the p~blie interest that the ~or~smouth Redevelopmen~ and Housin~-Auth0rity'make surveys and pre- pare plans, presently estimate,.to c6st.approx~i~a~ety S188,5~6. i~ erder to undertake and carr~ o~t an ~rban'.re~ewal project of the c~ar~ acter contemplated by Section- ll0(c) of Title I, in that area proposed as an Urban Renewal Are~a~-situate~ i~ the Cit7 of Portsmouth, and State of Virginia, which is described in Exhibit "A" attached... NOW, THEREFORE, BE tT RESOLVED BY~ THE'COUNCIL OF-THE CITY OF PORTSMOUTH, VIRGINIA: That the proposed Urban RenewaI Area ~escribed above ~s a blighted: deteriorated or d~terioratin~ area appropriate for an urban-renewal p~oj~ct and that.~he undertaking by the Portsmouth Redevelopment a~d Housing Authority of surveys and plans ~for ~n urban renewal project of the character contemplated by~ Section llO'(c) of Title I in the proposed Urban~Renewal Area is hereby approved. .- That the financia~ assistan6e available under Title I is needed to en~ble the Portsmouth Redevelopment and Housing Authority to finance the plan~ing and Undertaking of the proposed project.
