F <br />to Letter 74o, NF-I <br /> <br /> WHEREAS Section 703 of the Housing and Urban Developpent Act <br />of 1965 authorizes the making of grants of Federal funds to any local <br />public body or agency to assist in financing the development cost of <br />neighborhood facilities necessary for carrying out programs of <br />co.unity service~ and <br /> <br /> WHEREAS the City of Portsmouth (here~n sometimes referred to as <br />"Applicant") deems it to be necessary and in the public interest to <br />provide certain facilities of the type contemplated in said Section <br />703 and to undertake a project (hereinafter called the :'~eighborhoo~ <br />Facilities Projec?) with Federal grant assistance, described as Old <br />Ci~z Armory; and <br /> <br />~'~HEREAS it is recognized that the Federal contract for such <br />financial~assistance pursuant to said Section 703 wilt impose certain <br />obligations and responsibilities u~on the Applicant and will require <br /> snare o, .the <br />among other things (1) tnt provision of the local " ~ ' ~os,. of <br />the Neighborhood Facilities Project, (2) assurances that families or <br />inc~ividuals displaced as a re~u~ of the peve:opm:nt of the Ne~ghbornood <br />Facilities Project will be o~,ered de~,t,so~, and sanitary housin~ <br />within their means, (3) the <br /> ma~.~pg of relocation payments in accordance <br />with the regulations pT ~,,e D~partment of Housing and Urban Development, <br />(4) compliance with Fed6rat labor standards, and (5) comgliance with <br />Federal requiremen-cs relating to equal emplo2%ent opportunity; and <br /> <br /> .b,,:REAS Title VI o¢ the Civil Rights Act of t964, ~nd th~ reoulations <br />of the Department of Housing and Urban Development effectuating that Title <br />provide that no person shall, on ~h~ ground oF race color, or national <br />origin, be excluded from participation in, ce denied the benefits of~ er <br />be subject to discrimination in ~n_ unu~,~aK,, and carrying out of <br />proj ~ " ~ ~ ~ r - <br /> e~s receiving Federal Tlnanc.al ass,s~an~e. <br /> <br />NOW, T~ER:FORE, THE COUNCIL OF TNF CITY OF PORTSi'~OUTH R_SO~¢cS: <br /> <br /> 1. That an application on behalf of the City of Portsmouth be made <br />to the Department of Housing and Urban Development for a grant under <br />Section 703 of the Housing and Urban Development Act of 1965~ in an <br />amount e~ual to two=thirds of the development cost of the Neighborhood <br />Facilities Project~ such development cost ne~ estimated to be $128~747.00. <br /> <br /> 2. That the Neighborhood Facilities Project (a) is necessary for <br />carrying out a program of heal th, recreational, social, or similar <br />community service ~n the area~ (b) is consistent with comprehensive <br />planning for the development of the community and (c) will be <br />available for use by a significant n~mber of the area's io~ or <br />moderate income residents~ <br /> <br /> 3. That A.P. Johnson, 6r., City Ranager, is hereby authorized and <br />directed to execute and file su~-h application, to execute s~ch contract <br />or contracts as may be necessary fo? the grant applied for, to ~rovide <br />such information and furnish such documents as ~ay b'e required by the <br />Dapartment of Housing and Urban Devet o~ment, and to act as the authorized <br />representative ef the A~p!ican~ in the accomciishment of the Neighborhood <br />Facilities Project. <br /> <br /> <br />
