BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PORTSMObZ~H, VIRGINIA: SECTION 1. Findings and Determinations. By Ordinance No. 1966-56, a~6pted by the Council of the City of Portsmouth, Virginia, on July 11, 1966,'this Co~uncil authorized the execution of a Port Facility Contract. (hereinafter referred to fas the "Port Facility Contract") dated as of June 1, 1966, between the Virginia State Ports Authority (hereinafter referred to as the "Authority") and the City of Portsmouth (hereinafter referred to as the "City"), whereby the City agreed to'convey (and has conveyed) to the Authority certain land particularly des- cribed therein for the consideration set forth therein, and further agreed to pay $3,600,000 of the costs of the construction and equipping by the Authority on said lar~ of certain port facilities also described therein. By said Ordinance No. I966-56, this Council also approved the execution of an Agreement of Lease (hereinafter referred to as the "Lease") dated as Of July 1, 1966, between the Authority and the City whereby the Authority leased to the City the land conveyed to the Authority pursuant to the Port Facility Contract, together with the port facilities to be erected thereon by the ~uthority in accordance with said contract. By resolution adopted February 9, 1967, this Council ap-~ proved~certain change~ in the plans and specifications f~r the construction of the port facilities covered by the Port Facilities Contract, which changes were estimated to increase the cost of such facilities by $2,000,000, and agreed tha~
