RESOLUTION A~40RIZING }~PPL!CATION FOR 0~7 OF ~'~ERAL <br /> FU~S U_,~ NEIG~K~O~H00D PACiLITiBS PReGPJkM <br /> <br /> ~£HLV~EAS Section 703 of the Housing and Urbsan Development <br /> <br /> Act of 19g~ authoa~izes the makJ_~ of grs~nts of Federal funds to any local <br /> public body or agency to assist im fimancirg the development cost of <br /> neighborhood, facilities necessary for carr, ir~ out progrm~m of community <br /> ser-~ice ~ and <br /> <br /> ~K~RKAS the City of Portsmouth (herein sometimes referred to <br /> <br />as "Applicant'~) deems it to be necessary 8~nd ~ the public interest to <br />provide certain facilities of the type conte~!ated in said Section 703 <br />and to undertake a project (hereinafter called the "Neighborhood Facilities <br />Project") vzith Federal grant assistance, described as Old City Armory; and <br /> <br /> ~?HEP~iAS' it is recogr~ized that the Federal contract for such <br />financial assistance purs ,t~ant to said Section 703 will impose cervain <br />obligations and responsibilities upon the Applica~nt and will req~_ore among <br />other thim~s (1) the provision of the local share of the cost of the <br />Neighborhood Facilities Project~ (2) the provision for an obligation to <br />fir~mce necesss~y operating cost for said facility~ (3) ass~mances that <br />fa~.ilies or individuals displaced as a result of the development of the <br />Neighborhood Facilities Project will be offered decent, safe~ and san~tsry <br />housing within their means~ (4) the r~mking of relocation pa~vnents in <br />accordmnce with the regulations of the Depar'¢ment of Housim~ mhd Urbmn <br />Development, (5) 5omplisance with Federal labor standards, and (6) com- <br /> <br /> <br />
