deemed a violation of the civil service provisions of this <br />article'~ and punishable as such. <br /> <br /> (f) All hearings and investigations before the com- <br />mission, shall be governed by this article and by the rules of <br />practice and procedure to be adopted by the commission, and in <br />the conduct thersof the' commission shall not be bound by the <br />technical rules of evidence. No informality in any proceeding <br />or hearing, or in the manner of taking testimony before the com- <br />mission, shall invalidate any order, decision, rule or regula- <br />tion made', approved or confirmed by the commission. <br /> <br /> (g) Hear and determine appeals respecting officers or <br />employees, who are included in 'the classified service by the <br />provisions of this articte~ concerning their removal, suspension~ <br />demotion or discharge, as hereinafter provided for. <br /> <br /> (h) Provide for, formulate and~hotd competitive tests <br /> to determine the relative qualifications of persons who seek <br /> employment in any class or position and as a result thereof <br /> establish eligible lists for the various ciasses of positions, <br /> and to provide that men laid off because of curtailment of expen- <br /> ditures, reduction in force, and. for like causes~ head the list <br /> in the order of their seniority, to the end that they shall be <br /> the first to be re-employed. <br /> <br /> (i) When a vacant position is to be Filled, to certify <br />to the appointing authority, on written request, the names of the <br />three persons highest on the eligible list for the class. No tem- <br />porary or provisional appointment shall continue for a period longer <br />~than four months; nor shall any person receive more than one pro- <br />visional appointment or serve more than four months as a provisional <br />appointee in any fiscal year'. <br /> <br /> (j) Keep such records as may be necessary for the pro- <br />per administration of the civ[t service provisions of this article~ <br /> <br />~ 11.03. Annual Appropriation Required. <br /> <br /> Annually, the city council shall appropriate funds for <br />the operation of the civil service commission. The commission <br />shall annually submit its budget request in accordance with the <br />procedures established for other offices, agencies and departments <br />of the city. <br /> <br />11.04. Compensation for Commission Members. <br /> <br /> The city council of the City of Portsmouth may hereafter,' <br />if and when it deems that the work of the civil service commission <br />warrants it, fix the. salary or compensation to be paid the mem- <br />bers of the said commission, and provide for the metho~ of its <br />payment, and the said comncit shall make any necessary provisions <br />for carrying out the intent and purposes of this act. <br /> <br />-28- <br /> <br /> <br />
