whether the same be individuals, private co~porations, or
<br />public service co~pora~mons, of any land, water, water rights
<br />or easements, fo~ the use or oureh~se thereof, or may have
<br />the same condemned for the location~ exten, sion ~ad enlarge-
<br />ment of the said works, the pipes connected therewith, or
<br />any fixtures or appurtenances thereof. The city shall have
<br />power to protect from injury by adequate penalties, the said
<br />works, plpes~ fixtures and lands or anything connected there-
<br />with, within or without the limits of the city, and to pre-
<br />vent the pollution of the water, by prohibiting the throwing
<br />of filth or offensive matter therein~ or its pollution iq
<br />any other way, or in any other placawhere the water may
<br />be affected thereby; and such prohibition may be enforced by
<br />proper penalties. ~
<br />
<br />§ 2.11. Other Utilities.
<br />
<br /> The Council of the City of Portsmouth, in addition
<br />to other powers conferred by law, shall have the power: (t) to
<br />establish, acquire~ enlarge, maintain and operate electric
<br />lighting and power plants and systems, gas works and systems,
<br />motor bus and other transportation systems, either within or
<br />p~artty within and partly without, the limits of the city;
<br />(2) to furnish electric current, transportation and gas to
<br />consumers for domestic or commercial purposes, and charge and
<br />coItect compensation therefor; (3) to acquire by purchase,
<br />lease, con~e~atlon or otherwise, land, rights of way and ease-
<br />men~s for the purpose of establishing, extending, maintaining
<br />and repairing such plants, systems or works~ wires, poles,
<br />conduits, motor vehicles, pipes or other fixtures or appurtenances
<br />thereto; (4) to acquire by purchase or lease, in whole or in
<br />part, the lighting and power plants or systems, gas works or
<br />systems, motor bus or other transportation systems, and other
<br />property and appurtenances 'of any person or corporation operat-
<br />ing within the city, or in the territory contiguous thereto;
<br />and (5) to contract with any'person, firm or corporation for
<br />the purpose of furnishing or selling electric current, gas,
<br />~nd transportation to consumers and users thereof. The council
<br />shall have the power to protect from injury by adequate penal-
<br />ties the plants~ systems, buses, wires, poles, conduits, pipes
<br />and other property connected therewith, within or without the
<br />limits of the city.

<br />2.12. Real Estate Assessments.
<br />
<br /> (a) Ail real estate within the City of Portsmouth
<br />shall be assessed fpr taxation im accordance with the provisions
<br />of the general laws of the' Commonwealth except as hereafter pro-
<br />vided in subsection (b) hereof.
<br />
<br /> (b) (1) In lieu of the me~hod now prescribed by gen-
<br />eral law, the eo0mcil shall provide for the annual assessment
<br />of real estate for taxation. To that end it shall appoint a
<br />single assessor of real estate to assess Such reai~estate for
<br />taxation to serve at the pleasure of the council. It may pre-
