The city shall have power to contribute its moneys to funds established and oDerated by non-profit associations or corporations or by individuals for the development of th~ city industrially and otherwise. 2.04. Grants and Gifts. The city shall have the power to rec'eive and accept from any federal or state agency grants of any kind and to do all things and to make any covenants or agreements which may be necessary or required in order to obtain and use such fed- eral or state grants. The city may receive and accept aid, con- tribution or gifts from any source of money, property, labor or other things of value. 2.05. Contractual Relationships. (~) In the public interest the city may enter into contractual relationships with the federal governmeDt or any agency or department thereof; the Commonwealth, its depgrtments, bureaus, boards and agencies, other political subdivisions; and special authorities, whether regional or not, on such terms and for such periods as the council may determine. (b) Anything to the contrary notwithstanding, the city may agree to provide all of the personnel, equipment and facilities necessary to perform any or all of the duties and 'functions of any po!itiDal subdivision, the entire gov- erning body of which is appointed by the Council of the City of Portsmouth; such political°subdivisions are hereby authorized to ent'er into such contracts with the City of Portsmouth. .§ 2.06. Eminent Domain - Generally. (a) The powers of eminent domain set forth in Title 15.1, Chapter 1.1 of Title 25, and. Chapter 1 of Title 33, Code of Virginias 1950, as amended, and all acts amendatory thereof and supplemental thereto, mutatis mutandis, are here- by conferred upon the City of Portsmouth. (b) In any case in which a petition for condemna- tion is filed by or-on behalf of the city, a true copy of the ordinance or resolution duly adopted by the council, declaring the necessity for any taking or damaging of any property within or without the city, for the purposes of the city, shall be fi.led with the petition and shall constitute sufficient e~i- denee of the necessity of the exercise of the powers of eminent domain by the city .... - § 2.07~ Eminent Domai~ - Certificates.
