Encourase IndusTry. <br /> <br /> The city shall have power to contribute its moneys to <br />funds established and oDerated by non-profit associations or <br />corporations or by individuals for the development of th~ city <br />industrially and otherwise. <br /> <br />2.04. Grants and Gifts. <br /> <br /> The city shall have the power to rec'eive and accept <br />from any federal or state agency grants of any kind and to do <br />all things and to make any covenants or agreements which may <br />be necessary or required in order to obtain and use such fed- <br />eral or state grants. The city may receive and accept aid, con- <br />tribution or gifts from any source of money, property, labor <br />or other things of value. <br /> <br />2.05. Contractual Relationships. <br /> <br /> (~) In the public interest the city may enter into <br />contractual relationships with the federal governmeDt or any <br />agency or department thereof; the Commonwealth, its depgrtments, <br />bureaus, boards and agencies, other political subdivisions; and <br />special authorities, whether regional or not, on such terms <br />and for such periods as the council may determine. <br /> <br /> (b) Anything to the contrary notwithstanding, the <br /> city may agree to provide all of the personnel, equipment <br /> and facilities necessary to perform any or all of the duties <br /> and 'functions of any po!itiDal subdivision, the entire gov- <br /> erning body of which is appointed by the Council of the City <br /> of Portsmouth; such political°subdivisions are hereby authorized <br /> to ent'er into such contracts with the City of Portsmouth. <br /> <br />.§ 2.06. Eminent Domain - Generally. <br /> <br /> (a) The powers of eminent domain set forth in Title <br />15.1, Chapter 1.1 of Title 25, and. Chapter 1 of Title 33, <br />Code of Virginias 1950, as amended, and all acts amendatory <br />thereof and supplemental thereto, mutatis mutandis, are here- <br />by conferred upon the City of Portsmouth. <br /> <br /> (b) In any case in which a petition for condemna- <br />tion is filed by or-on behalf of the city, a true copy of the <br />ordinance or resolution duly adopted by the council, declaring <br />the necessity for any taking or damaging of any property within <br />or without the city, for the purposes of the city, shall be <br />fi.led with the petition and shall constitute sufficient e~i- <br />denee of the necessity of the exercise of the powers of eminent <br />domain by the city .... - <br /> <br />§ 2.07~ Eminent Domai~ - Certificates. <br /> <br />(a) Certificates issued pursuant to ~ 33-70.3 to <br /> <br /> <br />
