A RESOLD~fION AUTHORIZING FILING OF AN APPI~ICATION FOR A GRA~IT TO CONDUCT A CITY ~DE BEAUTIFICAYYON PROJECT UNDER ~ 07tBAN BEAUTIFICATION AND IMPROV~'~'T FROOP~24. ~ ~K~R~i~S, Title I~X of the Housing and Urban Development Act of 1965 smends Title Vii of the Housing Act of 1961, and provides for the making of gr~nts by the Deoa_~tment of Housing and Urban Development to States and local public bo~ies to assist them in the beautification and improvement of open-space and other public urba~ land where such assis- tance is needed for carrying out a local program which is important to the comprehensively planned development of the locality; and WHEREBY, the City of Portsmouth desires to beautify and improve open-space and other public o~ban land to facilitate their increased use and erjoyment; and WHEREAS, Title VI of the Civil Rights Act of 1964 and the regu- · lations of the Department of Housing and Urbs-n Development effectuating that .Title prohibit discrimination on the basis of race, color or national origin Jn the use of all facilities arJ improvements provided by Federal assistance; and · WHEREAS~ the City of Portsmouth is cog~izant of the conditions t~hat are imposed in the ~mndertakir~ and carr%-ing ou~ of progrg~ assisted under T%tle VII of the Housing Act of t961, as amended, including those relat~_~g to labor standards s_nd equal mmployment opport~mnity; and WHERE~S~ it is estimated tb~t the cost of the activities pro- posed to be carried ou~ in perform~ance of beautification~nd improvemep~ of open-space and other public land exceeds the usual expenditu~es of the City of Portsmouth for comparable activities by $75,000.00. NOW, ~HEP~OP~, BE ITwRESOL~by the Comncit of the City of Portsmouth, Virginia: 1. ~at an_ application be ~ade to the Departnnent of Housing s_nd i~bs~n Devetop~snt for a grant in. ~n amo~nt authorized by Title of the Housing Act of 1961, as &mended, for ~rbs~n beautification and improve~e~at of open-space and other public ~u~bs~n land~ ~gnich e~momnt is presently estL~ated to be $37,500.00~ smd tbmt the (D~plicant) will pro- vide the balance of the cost of $37~500.00. 2. T~at the City Mammger is hereby authorized and directed to execute amd to file such application with the Deoartment of Housing s=nd Urbe~n Development, to provide additio~l ~nforma~i~n ~ to furaqish such documents as may be required by said Depsmtment~ to execute such contracts as are required by said Depar~ment, and to aev as the authorized corre- spondent of the City of Portsmouth.
