15 A ~LUTION REQUESTING THE G~ERAL ASSEMBLY OF ~iRG]~IA TO APPRO- PRIATE SU~'~'ZCTE~NT FUNDS FOR THE OPERATION OF THE C~MI~TJNtTY ~AL HEALTH AND MENTAL RETARDATION ~ERVICES PROGR~4. W~, the Portsmouth Community Mental Health Services Board is engaged in establishing a Com~mnmlty Mental Health Center; ~/4EREAS, the fur~ing for this program is bassd upon not only local funds, but also appropriations from the State and Fed- eral governments; and ~rHEREAS, the proposed budget of the Conm~nwealth of Vir- ginia for the biennium beginning July 1, 1970, does not provide any funds for the Commu~nity Mental Health and Mental Retardation Services Program .under which the Portsmouth Co~naity Mental Health Services Program is to be partially funded~ and WHEREAS, the Portsmouth Co~ur~ty Mental Health Center is t'a vital service needed by the citizens of Portsmouth; and WHEREAS, the City of Portsmouth will be unable to estab- lt§h said cen~er without State and Federal funds. NOW, THEREFORE,-BE IT _RESOLVED by the Council of the City of Portsmouth, Virginia, that the General Assembly of Virginia is hereby urged to appropriate the funds requested by the State Depart- ment of Mental Hygiene and Hospitals for the Co~ity Mental Health and Mental Retardation Services Program (Ch. !0~ Title 37.1, Cede of VlrgL~ia, 1950), which said request includes the funds vitally needed for the ope. ration of the Portamouth Community Mental Health Center. BE IT~ RESOL~ tbmt the City Clerk is hereby author- ized and directed to send a certified copy of this resolution to the Senate and the House of Delegates of the General Assembly of Virgihia and to each member thereof representing the City of Portsmouth.
