25 <br /> <br />A RESOLUTION GRANTING A USE PERMIT FOR THE <br />OPERATION OF A SANITARIUM FOR THE REHABILI- <br />TATION OF NARCOTIC ADDICTS. <br /> <br /> WHEREAS, Fine Investment Company, Inc. has made an <br />application pursuant to Section 4-2 of the Zoning Ordinance <br />of the City of Portsmouth, 1961, for the granting of a use <br />permit in behalf of NARCO of Tidewater, Inc. as hereinafter <br />described; and <br /> WHEREAS, the applicant and the Planning Director <br />have done all things required to be done in connection with <br />said application, and the Planning Commission has recommended <br />the granting of said use permit, subject to the conditions <br />hereinafter stated. <br /> NOW, THEREFOP~, BE IT RESOLVED by the Council of the <br /> City of Portsmouth, Virginia; <br /> <br /> A. That the use for which the use permit <br /> hereinafter described is sought (1) <br /> will not adversely affect the health <br /> or safety of persons residing or work- <br /> ing in the neighborhood of the proposed <br /> use, (2) will not be detrimental to the <br /> public welfare or injurious to property <br /> or improvements in the neighborhood, and <br /> (3) will be in accord with the purposes <br /> of said Zoning ordinance. <br /> <br /> B. That Fine Investment Company, Inc. is <br /> hereby granted a use permit, subject <br /> to site plan restrictions, pursuant to <br /> Section 4-2 of said Zoning ordinance, <br /> for the operation of a sanitariu~ for <br /> the rehabilitation of narcotic addicts <br /> located on the property described as <br /> follows: <br /> <br /> BEGINNING at the southeast corner of <br /> Randolph and Green Streets; thence east <br /> along the south side of Randolph Street <br /> approximately 205 feet to a side pro- <br /> perty line; thence south along said line <br /> approximately 225 feet to a point; thence <br /> west approximately 205 feet to the east <br /> right-of-way line of Green Street; thence <br /> north along said right-of-way approximately <br /> 225 feet to Randolph Street, the point of <br /> <br /> <br />
