25 A RESOLUTION GRANTING A USE PERMIT FOR THE OPERATION OF A SANITARIUM FOR THE REHABILI- TATION OF NARCOTIC ADDICTS. WHEREAS, Fine Investment Company, Inc. has made an application pursuant to Section 4-2 of the Zoning Ordinance of the City of Portsmouth, 1961, for the granting of a use permit in behalf of NARCO of Tidewater, Inc. as hereinafter described; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application, and the Planning Commission has recommended the granting of said use permit, subject to the conditions hereinafter stated. NOW, THEREFOP~, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia; A. That the use for which the use permit hereinafter described is sought (1) will not adversely affect the health or safety of persons residing or work- ing in the neighborhood of the proposed use, (2) will not be detrimental to the public welfare or injurious to property or improvements in the neighborhood, and (3) will be in accord with the purposes of said Zoning ordinance. B. That Fine Investment Company, Inc. is hereby granted a use permit, subject to site plan restrictions, pursuant to Section 4-2 of said Zoning ordinance, for the operation of a sanitariu~ for the rehabilitation of narcotic addicts located on the property described as follows: BEGINNING at the southeast corner of Randolph and Green Streets; thence east along the south side of Randolph Street approximately 205 feet to a side pro- perty line; thence south along said line approximately 225 feet to a point; thence west approximately 205 feet to the east right-of-way line of Green Street; thence north along said right-of-way approximately 225 feet to Randolph Street, the point of
