5 RESOLUTION OF THE COUNCIL OF THE CITY OF PORTS- MOUTH APPRO¥ING AND AUTHORIZING THE EXECUTION OF A REVISED COOPERATION AGREEMENT WITH THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY FOR THE PARK VIEW CONSERVATION PROJECT, VA. R-48 WHEREAS, under the provisions of Title I of the Housing Act Of 1949 as amended, tl~e Secretary of Ho~using and Urban Development ente red into a contract with the Portsmouth Redevelopment and .Housing Authority on June ZS, 1969, to provide financial assistance to the Authority for undertaking urban renewal activities within the Park Vie~v-Conservatlon Project, Va. R-48, as specified in the docu- ment entitled, "Conservation Plan for the Park View Conservation Project, Va. R-48," which has been approved by both the Authority and the City of Ports- mouth; and WHEREAS, the Authority has applied for additional financial assistance under said Act in order tO complete said project and proposes to enter into anvamended contract with the Department of Housing and Urban Development fdr the under- taking of and for making available additional financial assistance for the project; and --- WHEREAS, a revised Cooperation Agreement for the Said project has been pr.e- pared which adjusts the obligation of the City to accord ~vith said amendatory ap- plication, which revision has been carefully reviewed at this meeting; and WHEREAS, the City Council is cognizant of th~ conditions that are imposed 'in the undertaking and carrying out of urban renewal projects with Federal f~nancial as- sistance under Title I, including those prohibiting discrimination because of race, color, creed, or national origin; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth: That it is hereby found and determined that said additional financial aid to be provided pursuant to the contract for Federal financial assistanc~ pertaining to the project is necessary to enable the project to be completed in accordance w~th the Conservation Plan for the Park View Conservation Project, Va. R-48. That additional financial assistance under the provisions of Title I of the Hous- ing Act of'1949, as amended, is necessary, and accordingly, the filing by the Authority of application for such financial assistance under Title I is hereby approved.
