A RESOLUTION EXPRESSING THE OPPOSITION OF THE COUNCIL OF THE CITY OF PORTSMOUTH TO A PROPOSED INTERRUPTION OF ROUTE 17 WHERE IT MEETS THE INTERCHANGE WITH THE PROPOSED INTERSTATE 664 AT THE BELLEVILLE CONNECTOR IN CHURCHLAND. WHEREAS, the Council of the City of Portsmouth held an advertised public hearing on April 9, 1973, concerning, among other items, amendments to the City's Comprehensive Plan; and WHEREAS, one of these amendments to the Comprehen- sive Plan proposes a designed interruption or dead-ending of Route 17 where it meets the interchange of the proposed Inter- state 664 at the Belleviile Connector in Churchland; and ?~EREAS, such proposal was derived from a study en- titled "I-664 Corridor Location Study", prepared by McGaughy, Marshall and McMillan Sverdrup and Parcel, and specifically page 342 thereof; and WHEREAS, many citizens of Portsmouth are adamantly opposed to any interruption or dead-ending of Route 17 at such location; and WHEREAS, the Council of the City of Portsmouth has determined that it would not be in the best interest of the City of Portsmouth to so interrupt Route 17 at the aforesaid location. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it opposes any interruption in Route 17 where it meets the interchange of the proposed Interstate 664 at the Belleville Connector in Churchland, and that it advises that such Route 17 be continued at its present level and along its present course in any future design of said interchange. BE IT FURTHER RESOLVED that a copy of the above resolu- tion be immediately forwarded to the State Highway Commission and to each of the members of Portsmouth's General Assembly delegation for their consideration and possible assistance.
