10. Obligations Free of Interest -'The sums payable hereunder by either of the parties hereby to the other shall not bear interest before the respective dates specified for payment. Adjustment of On~-Third Share After all cash and non-cash ~nts-in~aid are made and are provided for~ytheCityunde? ~his agreement, if the Authority determines ~trat~he sum of such grants-in-aid is less than the City's one-third share of ~he total actual net project cost, the City. agrees to pay the difference in-cash'or in pooling credits. If, however, the ~uthority determines .Ghat the same exceeds the City's. one=third share of the total actual net project cost, the Authority shall apply the same as credit against the City's obligations in other projects undertaken by the Autho~Tty. It is understood and agreed that the amounts set forth above to be provided by the City as cash and non-cash grants-in-aid which total $3,193,902 under this agreement are based upon current estimates and the actual grant-in-aid credit accruing to the City wiI1 be determined on the bes%s of actual project cost in findings made upon the completion of the project and if necessary the City will adjust upward such grants-in-aid in order to meet its obligations to contribute not less than 1/3 of the net cest of the project.
