able additional financial assistance, for the Project; and <br /> WHEREAS, the Authority has made detailed studies of <br />the location, physical condition of structures, land use, en- <br />vironmental influences, and social, cultural, and economic con- <br />ditions of the Project area and has determined that the area <br />is blighted, deteriorated, or deteriorating and that it is <br />detrimental and a menace to the safety, health and welfare <br />of the inhabitants and users thereof and of the City of Ports- <br />mouth at large, because of the following: there are 386 <br />structures witkin the project area. The study of the area <br />revealed that 174 are feasible, from the standpoint of con- <br />dition of that particular building as well as its location, <br />for rehabilitation. Accordingly, sections of the project area <br />are designated as conservation areas on the Effingham Land Use <br />Map shown on Exhibit 1. As to the remaining 212 buildings <br />within the project area, 205 or 95% are structurally substandard <br />to a degree requiring clearance. These buildings cannot be <br />economically renovated; further, this blighted, deteriorated, <br />or deteriorating area is detrimental to the safety, health, <br />morals and welfare of the community because of dilapidation <br />and basic environmental deficiencies such asr overcrowding or <br />improper location of structures on the land; excessive dwelling <br />unit density; incompatible land use relationships; obsolete <br />building types, inadequate street layout, inadequate parking <br />and the dilapidation of auxiliary structures in rear yards which <br />together with accumulation of debris produces a deleterious <br />effect in some areas of the project; and the members of the <br />Council have been fully apprised by the Authority and are aware <br />of these facts and conditions; and <br /> ~tEREAS, there has been prepared and referred to the <br /> Council of the City of Portsmouth for review and approval a Con- <br /> servation and Redevelopment Plan for the project area, dated <br /> March, 1973, and consisting of 21 pages and 3 exhibits; and <br /> ~HEREAS, the said Plan has been approved by the Govern- <br /> ing Body of the Authority, as evidenced by the copy of said <br /> Body's duly certified resolution approvlng the said Plan, which <br /> is attached hereto; and <br /> WHEREAS, a general plan has been prepared and is re- <br /> cognized and used as a guide for the general development of the <br /> City of Portsmouth as a whole; and <br /> <br /> ~EREAS, the said Plan for the Project area prescribes <br /> certain land uses for the project area and will require, among <br /> other things, the vacating and removal of streets, alleys, and <br /> other public ways, changes in zoning, the establishment of new <br /> <br /> <br />
