charged shall have the right to appeal therefrom to the <br />circuit ~ court of ~a~ ~n~m&%e~i ~u~e%~ ~n <br />e&v~ s~es ~n the city Of Portsmouth; Virginia. Such <br />appeal shall be taken byservinq the co~ssion, within <br />thirty days after the entry of such order of jud~ent, a <br />notice of appeal, stating the grounds thereof and d~nding <br />that a certified transcript of the record and of all papers <br />on file in the office of the co~ission affecting or re- <br />lating to such order or jud~ent be filed by the co~ission <br />wi~ such court. The co~ission shall, within ten days <br />after ~e filing of such notice, make, c~tify and file such <br />~script wi~ such co~t. The circuit court ~ o=~n~ <br />a~ ~m~ee~ ~s~ ~n ~v~ s~ shall thereupon <br />proceed to hear and dete~ine such appeal in a s~ry <br />~nner and may confirm, m~ify or reverse the order of the <br />co~ission; provided, ~we~r, that such he~ing shall ~ <br />confin~ to the det~ination of whe~er ~e order or judg- <br />ment of removal, suspension, d~otion or dish--ge ~de by <br />~e appo~t~g power and concu~ed in b~ the ~ission was <br />or was not made in good fai~ for cause, or was or was not for <br />political, e~ religious, racial or o~er un!a%~u!lv discr~ina~ory <br />reasons, and no appeal to such court s~ll be taken except upon <br />such ground or grounds. <br /> <br /> (f) No'letter of reprimand, censure or admonition <br />shall be ~cord of a member of <br /> <br /> and a co~ <br />been given to such another copy has been received by <br />the civil service commission. This subsection shall not be <br />~onstrued as granting the subject member an appeal to the <br />commission concernin9 such letter. No letter of reprimand, <br />censure or admonition shall remain a part of a m~mber's ~_r- <br />sonnel record for a period longer than two years from the <br />date of said letter. <br /> <br />Section 11.15. Political Services Disregarded and Prohibited; <br /> Other DiscrLminatory Actions Prohibited. <br /> <br /> (a) No person holding any office, place, position or <br />~pioyment subject to civil service is under any obligation to <br />contribute to any political fund or to render any political <br />service to any person or partywhatsoever, and no person shall <br />be removed, reduced ~n grade or salary, or othe~ise prejudiced <br />for refusing to do so. <br /> <br /> (b) No public officer whether elected or appointed <br />shall discharge, promote, demote or in any manner change the <br /> <br />-9- <br /> <br /> <br />
