Failure ~uperior <br />~uthorit~ Ltive errors, misconduct, <br />inefficiency, neglect of duty, or any other form of misconduct <br />or negligence of which the empto~ee has knowledge; <br /> <br /> (g) Failure of a suoervisorv employee or <br />offlcer~m . to ta~e ap~roprlate~ . corrective, action with re~ <br /> ptoyees under h~s su~ls~on or com~nd as may be ~uiltv of <br />any form of neglect of duty or misconduct where the suoerv~_sor <br />or commanding officer knows or should have known of such derelictions. <br /> <br /> (h) Failure to achieve professional progress and <br /> advancement in accordance with reasonable and definitiv~ <br /> criteria established by the civil service commission and set <br /> forth in its rules and regulations; provided, however, thm~ <br /> such failure must be a personal failUre of the employee and <br /> r~t one directtycaused by conditions beyond the control of <br /> shall be <br />zs give~ <br />~adequate written notice of his deficiencies and a reasonab!~ <br /> time to correct them. <br /> <br />Section 11.13. Disciplinary Procedure. <br /> <br /> (a) No person in the classified civil serwkce <br />shall~have ! or ind~oted i~toci~il service <br />under provis' shall be removed, suspended, <br />demoted or discharged except for cause, and only upon the written <br />accusation of the appointing power, or any citizen or taxpayer, <br />a written statement of which accusation, in general terms, shall <br />be served upon the accused, within forty-eight hours from <br />time of his removal, suspension, demotion or discharge, and a <br />duplicate thereof filed with the cormnission at the same time. <br />Any person so removed, suspended, demoted or discharged may, <br />within ten days from the time of his removal, suspension, de- <br />motion or discharge, file with the commission a written de~-an~ <br />for aninvestiqation, whereupon the co~x~ission shall conduct <br />such investigation. The investigation shall be confined to <br />the determination of the question of whether such removal, <br />suspension, demotion or discharge was or was not made for <br />political, ~ religious, racial or other unlawfully dis- <br />criminatory reasons.and was or was not made in good faith for <br />cause. After such investigation the commission may affirm <br />the removal, suspension, d~otion or discharge, or~ if it <br />shall find that the removal, suspension, demotion or discharge, <br />was made for political, ~ religious, racial or other unlawfully <br /> <br />-7- <br /> <br /> <br />
