102 . <br /> <br />Tm C~R~R <br /> <br />VIRGINIA TO AMEND <br /> <br /> %gXqEREAS, Sections 15.1-835 and 15.i-912 of the Code of <br />Virginia, 1950, as amende~, provide for tke amendment of the City <br />Charter upon the holding of a public hearinq and the request of <br />the City Council to,the Genezal Assembly; and <br /> <br /> WHEREAS, the City Council is of the opinion that certain <br />amendments to the Charter of the City of Portsmouth are necessary <br />and desirable at this time and has held the public hearing required <br />by law to consider-such amendments. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth~ virginia, that the City Attorney is hereby directed <br />to prepare and transmit to the General Ass~h!y, together with <br />certified copies of this resolution, drafts of bills amending the <br /> 11.02, <br /> <br />Section 11.01. Civil Service Commission: Creation and Term of <br /> Office. <br /> <br /> There shall be in the city a civil service commission, <br />which shall be composed of three persons of known sympathy with <br />the merit system. <br /> <br /> The members of such commission shall be appointed by <br />the judges of the circuit court of hmse&~ _~e= the city of Ports- <br />mouth. N~ person shall be appointed a me~er of such co~ission <br />who is not a Citizen of the United States, ~.d a resident of the <br />city of Portsmouth, or who holds any office .or post of employment <br />under said city, or the State of Virginia or any political sub- <br />division thereof, .or any public service corporation owned by <br />said city or State, other than the office of notary public, or <br />who is an officer or member of any national, State or local <br />committee of any political party, or an officer of such party, <br />or who is an officer or member of a committee of a partisan <br />political club, or an officer of such club, and who is known to <br />be not in : Such appointments shall <br />be made without regard tc religion, sex or ~ational <br />origin. <br /> <br /> The term of office of such commissioners shall be four <br /> years. As and when the terms of office of ~ue commissioners in <br /> office prior to the effective date of this charter shall expire, <br /> their successors shall be appointed for te--~?~s of four years.
