A RESOLUTION RATIFYING ANqD R~AFFiR~!ING THE CHARGE OF THE HU~LAN RESOURCES COUNCIL. - - ~ -~REAS, the City Manager is responsible for developing, implementing ~ coerdinatincr and- deliverincr human resource programs for the '-~' - Cl~_zens of the City of Portsmouth; and t~-'ERHAS, in order to increase the CiLy' ' Manager's ability to carry out said responsibility, a HUman Res~arces Council has been es~-ablished; and WHEREAS, the Human Resources Council has been established as an interdisciplinary group mental and non-governmental~emmersh!p~ ' to consistingidentify and°fdescribeg°Vern- human needs and those resources necessary to satisfy them and to analyze alternate organizational structures and funding sources to assure the most advantageous source selection~ and WHEREAS, the Council recoqnizes that the charge or purpose of the HUman Resources C~uncii may be established by and within the administrative discretion of the City Manager; and WHER~AS~examinethe City Manager has requested that the Council said charge and ratifv and reaffirm the same. - NOW; TheREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that it hereby ratifies and reaffirms that a Hu~n Resources Council is established and should be charged with the responsiblity of identifying and describing human needs and those resources necessary to satisfy them and to analyze alternate organizational structure and funding sources to assure the most advanLageous source selection.
