A RESOLUTION EXPRESSING THE SENSE OF COUNCIL RELATIVE TO THE <br />PORTSMOUTH PARKING AUTHORITY. <br /> <br /> WHEREAS, the Municipal Finance Commission has recon~nended <br />that the Portsmouth Parking Authority be abolished~ and <br /> <br /> WHEREAS, said cozmmision has further recommended that <br />all functions of the Parking Authority be transferred to the <br />City administration and be under the supervision and control of <br />the city manager; and <br /> <br /> ~REAS, the commission has also recommended that a <br />commissioner be established to assist the City Council in for- <br />mulating policy for the operation of parking facilities. <br /> <br /> NOW, THEREFORE, BE tT RESOLVED by the Council of the <br />City of Portsmouth, Virginia: <br /> <br /> 1. That the Council specifically urges the General <br />Assembly of Virginia to enact legislation in the forthcoming <br />1975 session to abolish the Portsmouth Parking Authority and <br />to permit the City of Portsmouth to assume all obligations and <br />liabilities of such authority and to receive all property and <br />assets of the authority. <br /> <br /> 2. That the City of Portsmouth hereby formally commits <br />itself to carry out and fulfill all existing contracts and under- <br />takings to which the Portsmouth Parking Authority. is a party. <br /> <br /> 3. That the City of Portsmouth will hereafter perform <br />all functions and supply all servlces which would otherwise be <br />provided by the Parking Authority. <br /> <br /> 4. That the City Attorney be, and he hereby is, directed <br />to prepare the draft legislation necessary to achieve the afore- <br />said objectives and to transmit the same to the General Assembly <br />of Virginia for enactment into law. <br /> <br /> Adopted by the Council of the City of Portsmouth, Vir- <br />g!nia, at a meeting held Dece~er 17, 1974. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
