R-48, Portsmouth <br />Virginia~ can be better achieved by the adoption <br />of said amendment. <br /> <br />That ~mendanent No. 2 <br />forms to the general <br />mouth as a whole. <br /> <br />for the project area con- <br />plan for the City of Ports- <br /> <br />That'it is hereby found and determined that Amend- <br />ment No. 2 will afford maximum opportunity, con- <br />sistent with the needs of the City as a whole, <br />for the partial redevelopment of the area by pri- <br />vate enterprise for residential reuse. <br /> <br />That it is hereby found and determined that the <br />proposed redevelopment areas are blighted, dete- <br />riorated, or deteriorating and qualify as an <br />eligible project area under Sections 36-49 and <br />36-49.1, et~ seq., of the Code of Virginia (1950) <br />as amended. <br /> <br />That it is hereby found and determined tb~t the <br />program for the proper relocation of individuals <br />and families displaced in carrylng out the Pro- <br />ject is feasible and can be reasonably and time- <br />ly effected to permit the proper prosecution and' <br />completion of the Project. <br /> <br /> 2. That Amendment No. 2 to the Park View Conservation <br />and Redevelopment Plan for the Park View Conservation and Re- <br />development Project, Va.
