A RESOLUTION APPROVING T}~ REDEVELOPMENT PLAN AND THE F~ASIEi- L!TY RELOCATION FOR THE SOUTHSIDE II REDEVELOP~4ENT PROJECT. WF~REAS, under the provisions of the Housing and Community Development Act of 1974, financial assistance is provided to localities for undertaking and carrying out com- m~nity development activities, including the execution of ur- ban renewal projects; and ?~EREAS, said urban renewal projects must be approved by the governing body of the locality in which the project is situated and that such approval must include findings by the governing body that: (1) the Urban Renewal Plan will afford raaximum opportunity, consistent with the sound needs of the locality as a whole, for redevelopment of the urban renewal area by private enterprise; and (2) the Urban Renewal Plan conforms to the general plan for the development of the locali- ty as a whole; and WHEREAS, an Urban Rene%~ia! Plan, identified as the Southside II Redevelopment Plan (hereinafter referred to as the "Plan"), dated December, 1974, and consisting of 14 pages and two exhibits, has been referred to this council for review and approval; and ¥~EREAS, the Plan for the urban renewal pro~ect identi- fied as the Southside II Redevelopment Project, (hereinafter called the "Project") encompasses the area as described in the attached boundary description in the City of Portsmouth, State of Virginia (hereinafter called the "Locality"); and ~qEREAS, detailed studies of the location, physical condition of structures, land use, environmental influences, and social, cultural, and economic conditions of the project area have been made and it has been determined that the area is blighted, deteriorated, or deteriorating and that c~nditions in the area are detrimental and a menace to the safety, health, and welfare of the inhabitants and users thereof and of the City of Portsmouth at large, because of the following: There are 32 structures within the project area. The study of the area re- vealed that 26 or 81% are structurally substandard to a degree requiring clearance and cannou be economically-renovated. Fur- ther, this blighted, deteriorated or deteriorating area is de- trimental to the safety, health, morals and welfare of the com- munity because of dilapidation and basic environmental defici- encies such as, overcrowding or improper location o~ structures on the land; incompatible land use relationships, obsolete build- ing types, inadequate parking and the dilapidation of auxiliary
