qualifies as <br />36-49.1~ et. <br /> <br />an eligible project area under Sections 36-49 and <br />se~.~ of the Code of Virginia (t95~) as amended. <br /> <br /> 2. That the Plan for the Project~ having been duly <br />reviewed and considered, is hereby approved, and the City <br />Clerk be, and he is hereby directed to file said copy of the <br />Plan with the ~uinutes of this meeting. <br /> <br /> 3. That it is hereby found and deter~ined that the <br />objectives of the Plan caD~ot be achieved through more exten- <br />sive rehabilitation of the project area. <br /> <br /> 4. That it is hereby found and determined that the <br />City's current plans for land uses~ thoroughfares and cormuunit~ <br />facilities, including those sho%~ on the latest approved g~ueral <br />plan of the City of Portsmouth, and approved by the City Council <br />to the extent necessary to coincide with the provisions of said <br />Plan, are hereby revised for that section of the City covered <br />by the Redevelopment Plan for the Southside I Redevelopment <br />Project, to reflect the proposal for land uses, thoroughfares <br />and community facilities shown in said Redevelopment Plan. <br /> <br /> 5. That it is hereby found and determined that the <br />Plan f~r the project area will afford maximum opportunity con- <br />sistent with the needs of the City of Portsmouth as a whole, <br />for the rebuilding of the area by private and/or public enter- <br />prise. <br /> <br /> 6. That it is hereby found and determined that the <br />program for the relocation of individuals and families %WhO are <br />displaced by project activities is feasible and can be reason- <br />ably and timely effected to permit the proper prosecution and <br />completion of the Project; and that such safe, decent and sani- <br />tary dwellings or dwelling units available or to be made avail- <br />able to such displaced individuals and families are at least <br />equal in number to the number of displaced individuals and <br />families; are not generally less desirable with regard to public <br />utilities and public andoommercial facilities than the dwell- <br />ings of the displaced individuals and. families in the project <br />area; are available at rents or prices within the financial <br />means of the displaced individuals and families, and are reason- <br />ably accessible to their places of employment.. <br /> <br /> 7. That, in order to implement and~facilitate the <br />effectuation of the Plan hereby approved, it is found and de- <br />termined that certain official actions, as required, must be <br />taken by this Council with reference, among other things, to <br />changes in zoning~ the vacating and removal of streets, alleys, <br /> <br />-3- <br /> <br /> <br />
