10t <br /> <br />A RESOLUTION APPROVING TIE REDEVELOPM~ENT PLAIq AND THE FEASIBI- <br />LITY RELOCATION FOR THE SOUTRSIDE I REDEVELOPMENT PROJECT. <br /> <br /> WHEREAS, under the provisions of the Housing and <br />Co~unity Development Act of 1974, financial assistance is <br />provided to localities for undertaking and carrying out com- <br />munity development activities, including the execution of ur- <br />ban renewal projects; and <br /> <br /> W~EREAS, said urban renewal projects must be approved <br />by the governing body of the locality in which the project is <br />situated and that such approval must include findings by the <br />governing body that: (I) the Urban Renewal Plan will afford <br />maximum opportunity, consistent with the sound needs of the <br />locality as a whole, for redevelopment of the urban renewal <br />area bp private enterprise; and (2) the Urban Renewal Plan <br />conforms to the general plan for the development of the locali- <br />ty as a whole; and <br /> <br /> $~HEREAS, an Urban Renewal Plan, identified as the <br />Southside I Redevelopment Plan (hereinafter referred to as <br />the '~Plan"), dated December, 1974, and consisting of 13 pages <br />and two exhibits, has been referred to this council for review <br />and approval; and <br /> <br /> WHEREAS, the Plan for the urban renewal project identi- <br />fie~ as the Southside I Redevelopment Project, (hereinafter <br />called the "Project") encompasses the area as described in the <br />attached boundary description in the City of Portsmouth, State <br />of Virginia (hereinafter called the "Locality'~); and <br /> <br /> WHEREAS~ detailed studies of the locatibn, physical <br />condition of structures, land use, environmental influences, <br />and social, cultural, and economic conditions of the project <br />area have been made and it has been determined that the area is <br />b!ig. hted, deteriorated~ or deterioratin~ and tb~t conditions in <br />~ne area are detrimental and a menace to the safety, health, and <br />welfare of the inhabitants and users thereof and of the City of <br />Portsmouth at large, because of the following: There are 40 <br />s~ructures within the project area. The study of the area re- <br />vealed that 33 or 82% are structurally substandard to a deg~ree <br />requirinq clearance and cannot be economically renovated. Fur- <br />ther, this blighted, deteriorated or deteriorating area is de- <br />trimental to the safety, health, morals and welfare of the com- <br />~enity because of dilapidation and basic environmental defici- <br />encies such as, overcrowding or improper location of structures <br />on the land; incompatible land use relationships, obsolete build- <br />ing.types, inadequate parking and the dilapidation of auxiliary <br /> <br /> <br />
