10t A RESOLUTION APPROVING TIE REDEVELOPM~ENT PLAIq AND THE FEASIBI- LITY RELOCATION FOR THE SOUTRSIDE I REDEVELOPMENT PROJECT. WHEREAS, under the provisions of the Housing and Co~unity Development Act of 1974, financial assistance is provided to localities for undertaking and carrying out com- munity development activities, including the execution of ur- ban renewal projects; and W~EREAS, said urban renewal projects must be approved by the governing body of the locality in which the project is situated and that such approval must include findings by the governing body that: (I) the Urban Renewal Plan will afford maximum opportunity, consistent with the sound needs of the locality as a whole, for redevelopment of the urban renewal area bp private enterprise; and (2) the Urban Renewal Plan conforms to the general plan for the development of the locali- ty as a whole; and $~HEREAS, an Urban Renewal Plan, identified as the Southside I Redevelopment Plan (hereinafter referred to as the '~Plan"), dated December, 1974, and consisting of 13 pages and two exhibits, has been referred to this council for review and approval; and WHEREAS, the Plan for the urban renewal project identi- fie~ as the Southside I Redevelopment Project, (hereinafter called the "Project") encompasses the area as described in the attached boundary description in the City of Portsmouth, State of Virginia (hereinafter called the "Locality'~); and WHEREAS~ detailed studies of the locatibn, physical condition of structures, land use, environmental influences, and social, cultural, and economic conditions of the project area have been made and it has been determined that the area is b!ig. hted, deteriorated~ or deterioratin~ and tb~t conditions in ~ne area are detrimental and a menace to the safety, health, and welfare of the inhabitants and users thereof and of the City of Portsmouth at large, because of the following: There are 40 s~ructures within the project area. The study of the area re- vealed that 33 or 82% are structurally substandard to a deg~ree requirinq clearance and cannot be economically renovated. Fur- ther, this blighted, deteriorated or deteriorating area is de- trimental to the safety, health, morals and welfare of the com- ~enity because of dilapidation and basic environmental defici- encies such as, overcrowding or improper location of structures on the land; incompatible land use relationships, obsolete build- ing.types, inadequate parking and the dilapidation of auxiliary
