89 <br /> <br />A RESOLUTION EXPRBSSiNO TEE CPPOS!T!Oh OF THE OOUNCiL O~ THE <br />CITY OF PORTSMOUTH TO CONTE}{PLia_TED CHANGES iN THE DESIGN OF <br />THE PROPOSED ~{EST NORFOLK B_RIDGE. <br /> <br /> WHEREAS, the anticipated expense of the proposed West <br />Norfolk Bridge has caused the Virginia State Hig!lway Deparhlent <br />to seek ways to reduce the costs of said bridge; and <br /> <br /> WHEREAS, the Highway Department's alternative designs <br />include certain plans to build a two-lane bridge instead of a <br />four-lane bridge; and <br /> <br /> ~q{EREAS, the previous experience of Portsmouth with <br />the Churchtand Bridge indicates that a two-lane West Norfolk <br />Bridge is certain to be inadequate and would be an imprudent <br />investment of public funds; and <br /> <br />integral <br />structed; <br /> <br />WHEREAS, the proposed West Norfolk Bridge will be an <br />part of an interstate highway system when it is con- <br />and <br /> <br /> WHEREAS, the future industrial development of West <br />Norfolk~ which is of critical importance to the economic well- <br />being of the City of Portsmouth, is contingent upon the con- <br />struction of an adequate bridge to replace the existing structure. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Portsmouth~ Virginia, that this council does express <br />its firm support for the construction of a modern, four-lane <br />high-level bridge over the Western Branch of the Elizabeth River <br />to replace the existing West Norfolk Bridge. <br /> <br /> BE IT FURTHER RESOLVED that this council strongly op- <br />poses any change in design plans which would adversel~ affect <br />the quality of such bridge, and the council specifically rejects <br />the concept of a two-lane bridge as being manifestly inadequate <br />and constituting an unwise use of public funds. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and <br />he hereby is, authorized and directed to transmit certified <br />copies of this resolution to appropriate officials of the State <br />and Federal Governments and to members of the General Assembly <br />representing cities to be affected bY proposed changes. The <br />City Manager shall also undertake such other actions and ne- <br />gotiations as may be proper to implement the policy of council <br />expressed in this resolution. <br /> <br /> Adopted by the Council of the City of Portsmouth, Vir- <br />ginia, at a meeting held November 12~ 1974. <br /> <br />Testa: <br /> <br />City Clerk <br /> <br /> <br />
