A RESOLUTION APPROVING EMPLOYMENT OPPORTUNITIES FOR BUSINESSES <br />AND LOWER tNCOYnE PERSONS IN CONNECTION WITH HUD FUNDED PROJECTS~ <br /> <br /> WHEREAS, it is necessary that the Council of the City <br />of Portsmouth approve and endorse employment opportunities of <br />businesses and lower income persons to be eligible for 701 Plan- <br />ning Funds in accordance with HUD Regulation 24-CFR Federal <br />Register dated October 23, 1973. <br /> <br /> NOW, THEREFORE, ~E IT RESOLVED by the Council of the <br />City of Ports~outh,.V~rginia, ~hat ~t does hereby approve em- <br />ployment opportunities for businesses and lower income persons <br />· n connection With the U.
