A RESOLUTION ADOPTING TF~E CHARTER AGREEMENT OF THE TIDEWATER PUBLIC SERVICE AGENCY.~ ~HEREAS~ Section 15.1-21r Code of Virginia, 1950, as amended, authorizes political subdivisions to jointly ex- ercise any power they may ha~e by written agreement; and WHEREAS, it is desirable to establish a regional public service agency to serve the greater Tidewater area of Virginia; and ¥~EREAS, the governing bodies of the goverru~ental subdivisions situated in the greater Tidewater Virginia area desire to organize the Tidewater Public Service Agency by written Charter Agreement to provide various services to this area; and WHE~S, the Council of the City of Portsmouth, Vir- ginia, desires to join in organizing the Tidewater Public Service Agency so that the City of Portsmouth w~ll become a party to such Charter Agreement and be-represented in the composition of the membershiplof its Board of Commissioners; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the 13th day of May, 1975, it hereby adopts the Charter ~greement of the Tidewater Public Service Agency, a copy of which is attached hereto and made a part of this resolution. 2. ~hat ~o~ert_T..~illiamsf City Manager of the City of Portsmouth De ana hereby lS authorlzed and directed to sign and execute, on behalf of thelCity of Portsmouth the said Charter Agreement of the Tidewater Public Service Agency. 3. That Richard Ot~avio, City Clerk be and hereby is. authorized and directed to witness the signature of said Robert T. Williams, and to affix the iofficial seal of the City of Portsmouth on said Charter Agreement. Adopted by the Counc!il of the City of Portsmouth, Vir- ginia, at a meeting held June ~0, 1975.
