78 <br /> <br />A RESOLUTION STRENUOUSLY URGI~[G THE GOVERNOR OF TI-~ <br />OF VIRGINIA TO REQUEST THE STATE DIVISIOi,[ OF IIJDUSTRiAL D~_~-~VELOPMENT <br />TO PARTICIPATE IN CONL~JNCTION ~ITH TtiE A!~?~.iY CORPS OF ENGINEERS IN <br />AN ECONOMIC IMPACT STUDY OF T}iE RAISING OF CRANEY ISLAND; AND <br />ALSO URGING THE GOVERn[OR TO SEEK THE DETEP~.IIILATION OF THE DIS- <br />POSITION OF THE TITLE TO CRANEY ISI~AND AT THIS TIME, P~ATHER <br />~[EN AND IF, AN ALTER~ATIVE DISPOSAL AREA IS SELECTED. <br /> <br /> WHERB. S, in the normal procedure, <br />of Virginia is reviewing the Army Cores of <br />ation that the Craney Island Disposal Area <br /> <br />the Commonwealth <br />Engineers' recoP~end- <br />be raised; and <br /> <br /> WI~REAS, Craney Island is situate within the geo- <br />graphical boundaries of the City of Portsmouth; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth is <br />convinced that the development of Craney Island as an in- <br />dustrial area is essential and vital to the economic, social <br />and general welfare of the City of Portsmouth and the Common- <br />wealth of Virginia; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has <br />steadfastly, on three different occasions, expressed by re- <br />solution, ~ts opposition to the Army Corps of Engineers' plan <br />to raise Craney Island Disposal Area; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth is <br />convinced that the Army Corps of Engineers in preparation of <br />the Craney Island Disposal Area Survey Study, did ~ot meet the <br />mandate required by Federal Regulations to study the economic <br />impact to the City of Portsmouth, Tidewater Virginia, the <br />Com~r~onwea!th of Virginia and the nation as a whole. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of <br />the City of Portsmouth strenuously urqes the Governor of the <br />Commonwealth of Vir~inia~ to request the State Division of <br />Industrial Development to participate in con]unction with the <br />Army Corps of Engineers in an Economic Impact Study of the <br />raising of Craney Island as required by Federal Regulations. <br /> <br /> BE IT FURTHER RESOLVED, that the Governor is further <br />urged to seek the determination of the disposition of the Title <br />to Craney Island at this time, rather than, when and if, an <br />alternative Disposal Area is selected. <br /> <br /> BE IT FURTHER RESOLVED that the Governor is requested <br />to extend the scheduled review presently being coordinated by the <br /> <br /> <br />
