62 A RESOLUTION APPROVING THE 1977 COMMUNITY DEVELOPMENT PROGR2~4 AND AUTHORIZING THE MAYOR AND CITY MANAGER TO FILE AN APPLI- CATION THEREFOR. $~{EREAS, under the provisions of the Housing and Community Development Act of 1974, financial assistance is provided to localities for undertaking and carrying out com- munity development activities; and W/qEREAS, public hearings have been held and this Council has reviewed a 1977 Community Development Program in the City of Portsmouth; and WHEREAS, it as necessary that this Council take appro- priate official action respecting said Program to comply with the regulations of the aforementioned Act; and WHEREAS, this Council is cognizant of the conditions that are imposed in the undertaking and carrying out of acti- vities under the Community Development Program; and WHEREAS~ this Council, on behalf of the City of Ports- mouth possesses the legal authority to apply for a grant and execute the proposed Program under the provisions of the afore- mentioned Act; and WHEREAS, this Council recognizes its responsibility to direct that safeguards be established to prohibit employees from using their positions for a purpose that is or gives the appearance of being motivated by a desire for private gain for themselves or others, particularly those with whom they have family, business or other ties. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the 1977 Community Develop- ment Program has been reviewed and considered and hereby is approved an all respects and that the Mayor and City Manager be, and they hereby are, authorized to file an application and such additional information as may be required for the City's full 1977 entitlement totalling $4t570,000. under this Program. BE IT FURTHER RESOLVED that the Mayor and the City Manager are designated as the Certifying Officers and authorized representatives of the City of Portsmouth and shall provide as- surances as required by the regulations of the Housing and Com- munity Development Act of 1974 for the approval and execution of such program.
