32 <br /> <br />A RESOLUTION REAFFIR~ING THE COUNCIL'S SUPPORT FOR THE <br />CONSTRUCTION AND OPERATION OF AN OIL REFINERY SITUATED <br />IN THE CITY OF PORTSMOUTH SUBJECT TO THE CONDITION THAT <br />SUCH REFINERY WILL BE CONSTRUCTED AND OPERkTED IN COM- <br />PLIANCE WITH ALL LAWS AND REGULATIONS OF THE FEDERAL, <br />STATE AND MUNICIPAL GOVERNMENTS WHICH PROTECT THE <br />ENVIRONMENT. <br /> <br /> WHEREAS, on February 25, 1975, this Council <br />amended after conducting a Public Hearing a zoning <br />ordinance of the City of Portsmouth to permit oil <br />refineries to be constructed and operated in areas <br />zoned within the City of Portsmouth M-2; and <br /> <br /> WHEREAS, on January 13, 1976, this Council <br />adopted a resolution reaffirming its support for the <br />construction and operation of an oil refinery situated <br />in the City of Portsmouth, Council being unanimously <br />of the opinion: <br /> <br /> (1) The refinery project can be built and <br />operated while safeguarding the environment. <br /> <br /> (2) The refinery project will increase the <br />City's tax base as well as being an economic boost <br />to Tidewater and the Con~monwealth. <br /> <br /> (3) Other industrial developments will occur <br />in the area. <br /> <br /> (4) r The port business as well as the national <br />defense will be enhanced by the construction and operation <br />of an oil refinery. <br /> <br /> (5) The southeastern portion of the United States <br />needs additional oil refining capacity. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council <br />the City of Portsmouth, Virginia, that it unanimously <br />reaffirms its support for the construction and operation <br />of an oil refinery situated in the City of Portsmouth <br />subject to the condition that such oil refinery is con- <br />structed and operated in compliance with all laws and <br />regulations of the Federal, State and Municipal govern- <br />ments which protect the environment. <br /> <br />of <br /> <br /> BE IT FURTHER RESOLVED that a copy of this re- <br />solution be presented at the Public Hearing for the Army <br />Corps of Engineers on April 19, 1976, for the purposes <br />of expressing ~he unanimous support of this Council for <br /> <br /> <br />
