32 A RESOLUTION REAFFIR~ING THE COUNCIL'S SUPPORT FOR THE CONSTRUCTION AND OPERATION OF AN OIL REFINERY SITUATED IN THE CITY OF PORTSMOUTH SUBJECT TO THE CONDITION THAT SUCH REFINERY WILL BE CONSTRUCTED AND OPERkTED IN COM- PLIANCE WITH ALL LAWS AND REGULATIONS OF THE FEDERAL, STATE AND MUNICIPAL GOVERNMENTS WHICH PROTECT THE ENVIRONMENT. WHEREAS, on February 25, 1975, this Council amended after conducting a Public Hearing a zoning ordinance of the City of Portsmouth to permit oil refineries to be constructed and operated in areas zoned within the City of Portsmouth M-2; and WHEREAS, on January 13, 1976, this Council adopted a resolution reaffirming its support for the construction and operation of an oil refinery situated in the City of Portsmouth, Council being unanimously of the opinion: (1) The refinery project can be built and operated while safeguarding the environment. (2) The refinery project will increase the City's tax base as well as being an economic boost to Tidewater and the Con~monwealth. (3) Other industrial developments will occur in the area. (4) r The port business as well as the national defense will be enhanced by the construction and operation of an oil refinery. (5) The southeastern portion of the United States needs additional oil refining capacity. NOW, THEREFORE, BE IT RESOLVED by the Council the City of Portsmouth, Virginia, that it unanimously reaffirms its support for the construction and operation of an oil refinery situated in the City of Portsmouth subject to the condition that such oil refinery is con- structed and operated in compliance with all laws and regulations of the Federal, State and Municipal govern- ments which protect the environment. of BE IT FURTHER RESOLVED that a copy of this re- solution be presented at the Public Hearing for the Army Corps of Engineers on April 19, 1976, for the purposes of expressing ~he unanimous support of this Council for
