25 <br /> <br />A RESOLUTION EXPRESSING THE CONCE~ OF THE CITY COUNCIL THAT <br />THE GENERAL REVENUE SHARING PROGRAM HAS NOT BEEN RE-ENACTED <br />BY THE CONGRESS OF THE UNITED STATES AND REAFFIRMING THE CITY <br />COUNCIL'S REQUEST THAT GENERAL REVENUE SHARING BE RE-ENACTED. <br /> <br /> WHEREAS, on October 28, 1975, the Council of the <br />City of Portsmoutn enacted a resolution urging Congressional <br />re-enactment of the General Revenue Sharing Program; and <br /> <br /> WHEREAS, the loss of General Revenue Sharing Trust <br />Funds would severely affect the local tax base of the City <br />of Portsmouth and would require the general readjustment of <br />the property tax structure of the City; and <br /> <br /> WHEREAS, the U. S. Congress still has not re-enacted <br />the General Revenue Sharing Program and said Program is to <br />expire within the near future. <br /> <br /> NOWr THEREFORE, BE IT RESOLVED by the City Council <br />of the City of Portsmouth, Virginia, that it is extremely <br />concerned over the failure of the U. S. Congress Go re-enact <br />the General Revenue Sharing Program. <br /> <br /> BE IT FURTHER RESOLVED, that the Council of the <br />City of Portsmouth reaffirms its request that the U. S. Congress <br />enact the General Revenue Sharing Program as soon as possibte~ <br /> <br /> IT FURTHER RESOLVED that the City Clerk is hereby <br />directed to send a copy of this resolution to &il appropriate <br />Federal Authorities. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held March 9r 1976. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
