130 <br /> <br />A RESOLUTION AUTHORIZING THE MAYOR TO SEND TELEGRAMS/MAILGRAMS <br />TO THE MEMBERS OF THE STATE WATER CONTROL BOARD EXPRESSING THE <br />PORTSMOUTH CITY COUNCIL'S UNANIMOUS OPPOSITION TO THE HOLDING <br />OF A PUBLIC HEARING FOR HAMPTON ROAD ENERGY COMPANY'S APPLI- <br />CATION FOR A WATER DISCHARGE PERMIT IN THE CITY COUNCIL CHAMBERS <br />IN THE CITY OF NORFOLK; THE CITY COUNCIL STRENUOUSLY URGES THAT <br />SAID PUBLIC HEARING BE HELD IN THE T. A. WILLETT AUDITORIUM <br />IN THE CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, the State Water Control Board has adver- <br />tised a Public Hearing to be held on December 9, 1976 in the <br />City Council Chambers, Norfolk, Virginia, on the application <br />of Hampton Roads Energy Company for a water discharge permit; <br />and <br /> <br /> WHEREAS, the advertisement on its face states that <br />said City Council Chambers is of insufficient size in that <br />it has a limited capacity to accomodate all interested per- <br />sons; and <br /> <br /> WHEREAS, parking in the area of said City Council <br />Chan%ber is not adequate; and <br /> <br /> WHEREAS~ the proposed Hampton Roads Energy Company's <br /> Refinery is of vital interest to all citizens of the City of <br /> Portsmouth and that many such citizens shall appear and express <br /> their views at said Public Hearing; and <br /> <br /> WHEREAS~ T. A. Willett Auditorium located in the <br /> City of Portsmouth has adequate seating for 2000 persons and <br /> has an abundance of free parking available; and <br /> WHEREAS, said T. A. Willett Auditorium is situated <br /> within ten minutes of the Omni International Hotel, Norfolk, <br /> Virginia. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of <br /> the City of Portsmouth, Virginia, that it authorizes the <br /> Mayor to send telegrams/mailgrams to the members of the State <br /> Water Control Board expressing the City Coucil~s unanimous <br /> opposition to the holding of a Public Hearing on Hampton <br /> Road Energy Company's application for a water discharge permit <br /> in the City Council Chambers of the City of Norfolk. <br /> BE IT FURTHER RESOLVED that the City Council strenuously <br /> urges that said Public Hearing be held in T. A. Willett Auditorium <br /> in the City of Portsmouth. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is directed <br /> <br /> <br />
