1 <br /> <br />A RESOLUTION REAFFIRMING SUPPORT FOR 5HE CONSTRUCTION AND <br />OPEP~ATION IN THE CITY OF AN OIL Fd~FINERY SUBJECT TO THE <br />CONDITION OF COI~!PLIANCE WITH ALL LAWS AND REGULATIONS OF <br />THE FEDEP~AL, STATE AND MUNICIPAL GOVE~/~ENTS PROTECTING <br />THE EN~IIRON~IENT. <br /> <br /> WHEREAS, Hampton Roads Energy Company has sub- <br />mitted an Environmental Impact Study to the Army Corps of <br />Engineers; and <br /> WHEREAS, the City has studied such study with <br />due care for the nrotection of ~%~,residents a~ well as <br /> the residents of Tidewater and the Commonwealth, a~d <br /> wHEREAS, the following conclusions have been <br /> reached as a result of such study concerning the construction <br /> and operation of the oil Refinery in the City: <br /> (t) The project can be built and constructed <br /> while protecting the environment. <br /> (2) The project will increase the City's tax <br /> base as well as be an economic boost to Tidewater and the <br /> Commonwealth. <br /> <br />Other industrial development will occur <br /> <br /> (3) <br />in the area. <br /> (4) The port busmness as well as the national <br />defense will be enhanced. <br /> (5) The chance of shortage of natural~as <br />and other energy sources will be reduced. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council <br />of the City of Portsmouth, Virgmnia, that it reaffirms <br />support for the construction and operation in the City <br />of an oil refinery subject to the condition of compliance <br />with all laws and regulations of the federal, state and <br />municipal governments protecting the environment. <br /> BE IT FURTHER RESOLV~D that a copy of this ~ <br /> fo~arded to Colonel ~~rw~r-~, <br /> resolution be <br /> Army Corps of Engineers and to all appropriate federal, <br /> state and municipal officials. <br /> Adopted by the Council of the City of Portsmouth, <br /> Virginia, at a meeting held January 13, 1976. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
