[Form of Provisions for Registration] This bond may be registered as to principal only in the name of the holder on the books of registry to be kept by the Director of Finance of the City_of Portsmouth, Virginia, aS Registrar , such registration to be noted by the Registrar in the registration blank bel~,~. After such registration no transfer hereof shall he effective against the Registrar, the City of Portsmouth and the paying agent for this bend unless made on said books by the registered owner or attorney duly authorized and similarly noted hereon, but this bond maybe discharged frc~ such registration by being transferred to hearer, after which this bond shall be transferable by delivery~ but this bend may he again registered as before. The registration of %/~is bend as to principal shall not restrain the negotiability by delivery merely of the coupons pertaining herete, but the coupons may be surrendered end the interest made payable only to the registered owner, in which event the Registrar shall note in t-he registration blank below that this bend is registered as to interest as well as to principal. With the consent of the holder end the Registrar, tlais bond when converted into a bond registered as to both principal and i~teres% may be recorazerted into a cot~on bend and again converted into a bond registered as to both principal and interest as hereinabove provided, but always a% the expense of the holder.
