A RESOLUTION GRANTING A STORM DRAINAGE REVOCABLE PERMIT TO THE <br />DEVELOPER OF A SUBDIVISION IN THE CITY OF SUFFOLK; EXPRESSING <br />THE CONCERN OVER POLLUTION OF A WATER RESERVOIR; REQUESTING <br />THE CITY OF SUFFOLK TO ADOPT CONTROLS WHICH WILL PRESERVE THE <br />QUALITY OF WATER SUPPLIES; AND DIRECTING THE CLERE TO FORWARD <br />THIS RESOLUTION TO THE ~AYOR OF THE CITY OF SUFFOLK A~D THE <br />STATE WATER CONTROL BOARD. <br /> <br /> WHEREAS, a request for storm drainage easements has <br />been made by developers of a subdivision which is proposed to <br />abut Lake Speight Runv a water supply reservoir of the City; <br />and <br /> <br /> WHEREAS~ studies are now being conducted to deter- <br />mine the impact of storm water run-off and non-point discharges <br />upon water quality; and <br /> <br /> WHEREAS, there exists no state regulations controlling <br />the location of such subdivision; and <br /> <br /> WHEREAS, the City of Portsmouth by resolution dated <br />March 25, 1975 requested the City of Suffolk to adopt regulations <br />controlling hazards to water pollution of the water supply reser- <br />voir of the City of Portsmouth; and <br /> <br /> WHEREAS, the City of Suffolk has not seen fit ~o adopt <br />such regulations; and <br /> <br /> WHEREAS, the Suffolk Health Department has approved <br />the construction of another subdivision. <br /> <br /> NOW, THEREFORE~ BE IT RESOLVED by the Council of the <br />City of Portsmouth, Virginia, that the Council reluctantly au- <br />thorizes the granting of a storm drainage revocable permit <br />shown on a plat entitled "VoS.B. Company, A Partnership By The <br />City of Portsmouth~ HolyJNeck Borough-Suffolk, Virginia, Scale: <br />1" = 100'r November 15, 1976, Rouse-Sirine Associates, Ltd., <br />Surveyors and Engineers, Virginia Beach, Virginia." <br /> <br /> BE IT FURTHER RESOLVED that the Council expresses <br />its concern over the pollution caused b~ the s~tus o~ the sub- <br />division abutting a water supply reservoir, owned by the City <br />of Portsmouth. <br /> <br /> BE IT FURTHER RESOLVED that the Council again requests <br />the City of Suffolk to adopt community project controls which <br /> <br /> <br />
