A RESOLUTION APPROVING THE 1980 CO~{UNITY DEVELOPI~ENT PROGRAM AND AUTHORIZING ThY CITY ~NAGER TO FILE AN APPLICATION THERE- FOR. WHEREAS, under the provisions of the Housing and Community Development Act of 1974, as amended, financial assistance is provided to localities for undertaking and carrying out community development activitieD; and WHEREAS, public hearings have been held and the City Council has reviewed a 1980 Con, unity Development Program in the City of Portsmouth; and WHEREAS, it is necessary that this Council take appro- priate official action respecting said program to comply with the regulations of the aforementioned act; and WHEREAS, this Council is cognizant of the conditions that are proposed in the undertaking and carrying out of activities ~under the Community Development Program; and [~K~d Jxe~ut~ the ~r~p~sed pr°gr~[~ndez~ ~h~- pr~isi~ns qf the aforementioned Act;- and ' ~ WHEREAS~ this Council recognizes its responsibility to direct that safeguards be established to prohibit employees from using their positions for a purpose that gives the appearance of being motivated by a desire for private gain for themselves or others, particularly those with ~hom they have family, business or other ties. NOW~ THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the t980 Community Develop- ment Program has been reviewed and considered and hereby is approved in all respects and that the City Manager is, hereby authorized to file an application and any additional information as may be required for the City's full 1980 entitlement totaling $2,800,000 under this program. BE IT FURTHER RESOLVED that the City Manager is designated as the certifying officer and authorized representative of the City of Portsmouth and shall provide assurances as re- quired by the regulations of the Housing and Community Develop- ment Act of 1974~ as amended, for the app~ovat and execution of such a program.
