6 A RESOLUTION APPROVING ~END~NT NO. 2 TO THE CONSERVATION AND REDEVELOP~ENT PLAN FOR THE EFFINGPIA24 CONSERVATION A~D REDEVELOPMENT PROJECT~ VA. R-72. WHEREAS, this Council by resolution adopted March 12, 1973~ approved the Conservation and Redevelopment Plan for the Effingham Project, Va. R-72, Portsmouth, Virginia, adopted by Portsmouth Redevelopment And Housing Authority; and WHEREAS, there has been presenued to this body for consideration and approval a copy of an amended Conservation And Redevelopment Plan for the pro3ect area, adopted January 2, 1979, by the Portsmouth Redevelopment and Housing Authority; and WHEREAS, said Amendment No. 2 has ~ean carefully reviewed by this Council and said Conservation and Redevelopment Plan, as amended, conforms to the general plan for development of the City as a whole; and ~ WHEREAS, Portsmouth Redevelopment And Housing Authority has an approved program for the relocation of individuals and families to be displaced by project activities pursuant to the proposed amended plan; and WHEREAS, the Portsmouth Redevelopment and Housing Authority has resolved that this amendment is consistent with the im- provement effort in the Effingham Project; '~nd WHEREAS, in the interest of the City be approved. judgment of this Council it is in the best and its inhabitants that said Amendment NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that Amendment No. 2 to the Conservation and Redevelopment Plan for the Effingham Project, having been duly reviewed and considered, is hereby found: (a) That the objectives of %he Effingham Conservation and Redevelopment Project~ Portsmouth, Virginia, can be better achieved by adoption of said Araendment. (b) That Amendment No. 2 for the project area conforms to the General Plan for the City of Portsmouth as a whole.
