6 <br /> <br />A RESOLUTION APPROVING ~END~NT NO. 2 TO THE CONSERVATION <br />AND REDEVELOP~ENT PLAN FOR THE EFFINGPIA24 CONSERVATION A~D <br />REDEVELOPMENT PROJECT~ VA. R-72. <br /> <br /> WHEREAS, this Council by resolution adopted March 12, <br />1973~ approved the Conservation and Redevelopment Plan for <br />the Effingham Project, Va. R-72, Portsmouth, Virginia, adopted <br />by Portsmouth Redevelopment And Housing Authority; and <br /> <br /> WHEREAS, there has been presenued to this body for <br />consideration and approval a copy of an amended Conservation <br />And Redevelopment Plan for the pro3ect area, adopted January <br />2, 1979, by the Portsmouth Redevelopment and Housing Authority; <br />and <br /> <br /> WHEREAS, said Amendment No. 2 has ~ean carefully reviewed <br />by this Council and said Conservation and Redevelopment Plan, <br />as amended, conforms to the general plan for development of <br />the City as a whole; and ~ <br /> <br /> WHEREAS, Portsmouth Redevelopment And Housing Authority <br />has an approved program for the relocation of individuals <br />and families to be displaced by project activities pursuant to <br />the proposed amended plan; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority <br />has resolved that this amendment is consistent with the im- <br />provement effort in the Effingham Project; '~nd <br /> <br /> WHEREAS, in the <br />interest of the City <br />be approved. <br /> <br />judgment of this Council it is in the best <br />and its inhabitants that said Amendment <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia that Amendment No. 2 to the Conservation <br />and Redevelopment Plan for the Effingham Project, having been <br />duly reviewed and considered, is hereby found: <br /> <br /> (a) That the objectives of %he Effingham Conservation <br />and Redevelopment Project~ Portsmouth, Virginia, can be better <br />achieved by adoption of said Araendment. <br /> <br /> (b) That Amendment No. 2 for the project area conforms <br />to the General Plan for the City of Portsmouth as a whole. <br /> <br /> <br />
