18 A RESOLUTION GRANTING A USE PEkMIT TO CENTENNIAL BAPTIST CHURCH TO OPERATE A DAY CARE NURSERY NEAR THE XNTERSECTION OF LINCOLN STREET AND ATLANTA AVENUE. WHEREAS, Centennial Baptist Church by Dr. E. Curtis Alexander, Administrator~ made an application p%~rsuant to Section 40-78(b) of the Code of the City of portsmouth, Virginia, 1973, for the granting of a use permit as here- inafter described; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission~as recommended the. granting, of said use permit. ~ NOW, THEREFORE, BE IT RESOLVED 'by the Council of the City of Portsmouth, Virginia: ' 1o That the use for which the use pe~it hereinafter is sought: (a) will not adversely affect the health and ' safety of persons residing or working in the neighborhood of the proposed use; (b) will not be detrlmenta to the public use or injurious to the property or improvements in %he neigh- borhood; and (c) Will ~be in accord with the purposes of .the Zoning Chapter of the City Code. 2. Centennial Baptist Church by Dr. ~E. Curtis Alexander, -,Administrator, is hereby granted a use permit pursuant' to Section 40L78 (b) of the City Code to operate a day care nursery at the property described as follows: Beginning at the southwest cor~er of Lincoln Street and Atlanta Avenue; thence south along the west right-of-way of Atlanta_ Avenue, approximately 130'; thence west 100'; thence north approximately 20'; thence %~est approximately 35'; thence north approximately 105' to the south right-of-way of Lincoln Street; thence east along said right-of-waY approximately 1 0 to Atlantic Avenue the Point of Origin. 3. This use permit is approved subject to the following conditions:
