Therefore, the City of Portsmouth rest~mrhflf[ly requests <br />that it be waived fzo~ the. 90 day re~]ireeent stipulated in section 301(h) so <br />that corqplete doc%imentatic~ of the city's alterm~tive approach can be prepared <br />to EPA satisfaction. In view of the findings of our 208 study, the sigr~ficant <br />savings involved and steadily dwindling federal resources, the city's request <br />is certainly reasonable. <br /> <br />llais nmtter has been discussed at great length wi~-h the Portsmouth City Council <br />who wholeheartedly er~orses this request.
