Costle <br />Page Two <br />December 7, 1979 <br /> <br />It is estimated that ~he city can achieve approximately the sarae ~reatr~erfc <br />qualiC~ of its effluent without going completely to 'secondary ~reatment, tht~s <br />saving the federal ~3_xpayer and the Portsmouth utility customers approximately <br />$16,000,000 in capital cost and a substantial amount in ~ opera~J_ng <br />exi~ns e. <br /> <br />In vim of the aforementioned facts, it {~uld be irresponsible for this Office <br />to blindly pursue the upgrading of our STP %o secondary treatment status with <br />%he fn311 knowledge that the taxpayer and cusf~r are not receiving a <br />corresponding benefit. Therefore, the City of Portsmouth rest~mrhflf[ly requests <br />that it be waived fzo~ the. 90 day re~]ireeent stipulated in section 301(h) so <br />that corqplete doc%imentatic~ of the city's alterm~tive approach can be prepared <br />to EPA satisfaction. In view of the findings of our 208 study, the sigr~ficant <br />savings involved and steadily dwindling federal resources, the city's request <br />is certainly reasonable. <br /> <br />llais nmtter has been discussed at great length wi~-h the Portsmouth City Council <br />who wholeheartedly er~orses this request.
