[Form of Provisions for Registration] This Bond may be registered as ho principal only in %he name of %he holder on ~he books of registry to be kept by the Director of Finance of the City of Por[smouth, virginia, as Registrar, such regis- %ration %0 be noted by the Registrar in the registration blank below. After such registration, no transfer hereof shall he effective against the Registrar, the City of Portsmouth and the paying agents for ~his Bond unless made on said books by ~e registered ~ner or attorney duly au~aorized ~d similarly noted hereon, but %his Bond may he discharged from such registration by being ~ransferred ~o bearer, after %~hich ~fais Bond shall t~a transferable by delivez~3, but this Bond may he again regis- %ered as before. The registration of this Bond as to principal shall not restrain the negotiability by delivezy F. erely of the coupons pertaining hereto, but the coupons may be surrendered and the interest made payable only to %he registered o~ner, in v~hich even% the Registrar shall nc/ce in the regis~ra'gion blank below that ~his bond is registered as to interest as well as %0 principal.
