[Form of Provisions for Registration] This Bond may be registered as to principal only in the name of the holder on the books of registry to be kept by the Direchor of Finance of the City of Portsmouth, Virginia, as Reg_istrar, such regis- tration to be nohed by the Registrar in the registrahion blank below. After such registration, no transfer hereof shall be effective against the Registrar, the City of Porhsmouth and the paying agents for this Bond unless made on said books by the registered owner or attorney duly authorized and similarly noted hereon, but ~his Bond may be discharged frc~ such registration by_ being transferred ho bearer, after which this Bond sb~ll be transferable by delivery, but this Bond may be again regis- %ered as before. The registration of this Bond as ho principal shall not restrain the negotiability by_ delivery merely of the coupons pertaining hereho, but the coupons m~y be surrendered and the inheres% nmde payable only to f~he registered ovaaer, in which event ~-he Registrar shall note in the regis~-ation blank below that this bond is regishered as ho inheres% as well as to principal. With the consent of the holder and the Registrar, this Bond when converted inho a bond regishered as ho beth principal and interesh ~ay be reconve~e~ into a co~on bend and again eonverted inho a bend registered as to both principal and inheresh as hereinabove pro- vided, but always at the ~xpense of the holder. Upon reconversion of this Bond, when registered as to principal ~nd inheres%, into a coupon bond, coupons represenh~ng the interest to accrue on ~ais Bond to date of mahurity shall be attached thereto by the Registrar, and the Registrar shall note in the registration blank below whether this Bond is regishered as to principal only or payable to bearer.
