12 <br /> <br />A RESOLUTION.ENDORSING IN PRINCIPLE THE FINDINGS AND CONCLUSIONS CONTAINEE <br />IN A DOCUMENT TITLED "NORFOLK HARBOR AND CHANNELS, VIRGINIA, DEEPENING <br />AND DISPOSAL FEASIBILITY REPORT, SEPTEMBER 1979" AS PREPARED BY THE UNtTEE <br />STATES ARMY CORPS OF ENGINEERS. <br /> <br /> WHEREAS, said document concludes that the "SUFFOLE SITE is the most <br />economical and least environmentally damaging'plan and is consistent with <br />the reconu~endation of the State Task Force on Disposal~ and "is the optimu <br />overall plan for the disposal of existing confined dredging requirements <br />~in Hampton Roads for the next 50 years", and <br /> <br /> WHEREAS~ said document correctly conct~d~es, the.National interests in <br />terms of military operations and international commerce, and State and <br />metropolitan interests in terms of the economy of ~outheastern Virginia <br />are dependentupon maintenance of channel and mooring components of the <br />Port of Hampton Roads, and <br /> <br /> WHEREAS,, said document lays aside recommendations for raising the <br />current design level of the Craney Island Disposal Area and puts tO rest <br />any further thought of its extension to the westy thus making it possible <br />to pursue plans for the ultimaue development of Craney Island for deep <br />water marine terminals, a freeport, related and industrial and commercial <br />development and in the aggregate and economic asset for Eastern Virginia, <br /> <br /> NOW THEP~FORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY <br />OF PORTSMOUTH, VIRGINIA: <br /> <br /> 1. That the aforesaid document is in principle endorsed in terms <br />outlined above; and should serve as a basis for accelerated actions by <br />the Congress of the United States and the General Asserably of Virginia <br />to implement same, and <br /> <br /> 2. That recoD?~endations related to deepening channels to a depth <br />of 55 feet not be undertaken unless and until the Suffolk disposal site <br />is available to receive dredged materials from such activitieS, and <br /> <br /> 3. That in the interim, Craney Island in its current configuration <br />be used for harbor-mainten~uce-purposes as well as f~r industrial develop- <br />ment within the~Ha~pton Eoads-area with an exercise of ~are and concern <br />for its ultimate reuse and development as a POrt-industrial complex. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, at a <br />meeting held January 22, 1980. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
