47 A RESOLUTION AMENDING THE 1980 COMMUNITY DEVELOPMENT PROGRAM AND HOUSING ASSISTANCE PLAN. WHEREAS, the Department of Rousing and Urban Development (HUD) imposed conditions upon the approval of the City of Portsmouth's 1980 Community Development Program; and WHEREAS, the City has objected to the action taken by HUD with regard to its 1980 Commun±%y Development Program Application, and has proceeded to attempt to satisfy the conditions imposed by the Federal Government; and WHEREAS, on March 25, 1980 this Council directed the Portsmouth Redevelopment and Reusing Authority and %he City staff to develop alternate housing strategies and plans to assure the release of 1980 Co~u~unity Development funds to continue an aggressive revitalization program in the locality; and WHEREAS, identified physical, economic and social pro- blems have qualified this City for Federal assistance, said well-documented problems having been previously accepted by HUD and other Federal agancies; and WHEREAS, the existence of a considerable, nu3~ber of sub- standard multi-family housing units built prior to 1950 and occupied by low and moderate ~ncome families and lndlvldua , and the scarcity of land for new developmen~ ~in the City, is one of the City's most critical' community development problems; and WREREAS, without rehabilita%ion, these multi-family complexes will continue to be substandard, ultima%ely be- coming unfit for human habitation and requiring demolition, an action which will serve to significantly deplete the supply of available low and moderate income housing in the City and to disrupt neighborhoods and displace its residents- NOW, TREREFORE, BE IT RESOLVED by the Council of the City of Pcrtsmouth, Virginia: 1o That it is the judgment of this Council that the rehabilitation of said existing substandard residential developments for families and individuals of low and ~oderate income is in the best inte~estS of this City and will enable this City to help insure and' ~ncrease the physical ~iabllity of its existinq housing stock for said families and indi~iduals and to preserv~ neighborhoods and prevent displacement of its residents.
