47 <br /> <br />A RESOLUTION DIRECTING THE CITY MANAGER AND THE CITY ATTORNEY <br />TO MEET WITH OFFICIALS OF THE DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT AND TO REVIEW AND DEVELOP ALTERNATE MEANS OF <br />PROVIDING LOW AND MODERATE INCOME HOUSING IN THE CITY OF <br />PORTSMOUTH IN ACCORDANCE WITH THE REQUIRemENTS OF THE 1974 <br />HOUSING AND COMMUNITY DEVELOPMENT ACT, AS AMENDED. <br /> <br /> WHEREAS, the Department of Housing and Urban Development <br />(HUD) imposed conditions upon the approval of the City of <br />Portsmouth's 1981 Community Development Program; and <br /> <br /> ~EREAS~ the City and HUD has entered into a contract re- <br />quiring the substantial rehabilitation of eighty-eight (88) <br />units of family housing under the Section 8 Program located <br />in area or areas outside low income and minority concentration <br />within the corporate limits of the City; and <br /> <br /> WHEREAS~ the method proposed to provide subsidized housing <br />for persons of low and moderate income has caused considerable <br />controversy within the City of Portsmouth resulting in litigation <br />between the City of Portsmouth, PRHA and citizen groups from <br />this City; and <br /> <br /> ~EREAS, by Resolution of the Council of the City of <br />Portsmouth adopted April 14, 1981, the City Manager and the <br />City Attorney were directed to meet with officials of the <br />Department of Housing and Urban Development regarding the <br />requirements of said Department for the provision of low and <br />moderate income housing zn order to insure that the programs <br />implemented do hot adversely affect the stability of in- <br />dividual neighborhoods or the City as a whole~ and <br /> <br /> WHEREAS, the Department of Housing And Urban Development <br />has completed a re-review of the Community Development Block <br />Grant Program and related housing problems zn Portsmouth and <br />requested that the City seek other means for providing low <br />income housing in non-impacte~ areas of the City, including <br />public housing (new construction, acquisition with or without <br />rehabilitation), Section 8 (new construction, moderate <br />rehabilitation or existing) or the acquisition of housing in <br />the private market to be rented to low income families; and <br /> <br /> WHEREAS, this Council recognizes that programs to provide <br />housing assistance for persons of low and moderate income in <br />the City must be developed without adversely affecting the <br />stability of individual neighborhoods or the City as a whole. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Manager and <br />the City Attorney are directed to meet with officials of the <br />Department of Housing and Urban Development and to immediately <br />review and develop alternative strategies and plans to <br /> <br /> <br />
