44 <br /> <br />A RESOLUTION APPROVING A}~NDMENT NO. 3 TO THE EFF!NG~AM <br />CONSERVATION AND RED~gELOPMENT PLAN FOR THE EFFINGHAM <br />PROJECT. <br /> <br /> WHEREAS, this Council by resolution adopted March <br />12, 1973, approved a Conservation and Redevelopment Plan <br />for the Effingham Project, Portsmouth, Virginia; and <br /> <br /> WHEREAS, there has be~n presenued to this body for <br />consideration and approval, a copy of an amended Conservation <br />and Redevelopment Plan for the project area, dated June, 1981, <br />which plan consists of 21 pages and 3 exhibits of which only <br />the Plan and Land Use Map (Exhibit No. 2) are being amended; <br />and '- ' - <br /> <br /> k~EREAS, Amendment No. 3 proposes to delete a proposed land <br />use; and <br /> <br /> WHEREAS, said Amendment No. 3 has been carefully reviewed <br />and said Redevelopment Plan conforms to the general plan for <br />development of the City of Portsmouth as a whole; and <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority <br />has resolved that this ~.en~ment zs in the best interest of <br />the City's renewal effort; and <br /> <br /> WHEREAS, this Council is cognizant of the conditions <br />that are imposed by the provisions of the Housing and Community <br />Development Act of 1974, as amended, including those prohibiting <br />discrimination because of race, age, color, creed, sex or <br />natidnai origin; and <br /> <br /> WHEREAS, in the judgment of this Council <br />interest of the City and its inhabitants that <br />ment be approved. <br /> <br />it is in the <br />the said Amend- <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia; <br /> <br /> 1. That D~endment No. 3 to the Conservation and Redevelop- <br />ment Plan for the Effingham Project, having been duly reviewed <br />and considered, it is hereby found: <br /> <br /> (a) That the objectives of the Effingham Project, <br />Portsmouth, Virginia, can be better achieved by the adoption <br />of said Amendment. <br /> <br /> (b) That Amendment No. 3 for the project area con- <br />forms to the general plan for the City of Portsmouth as a <br />whole and continues to meet the requirements as a Conservation <br />and Redevelopment Project under Title 36 of the Code of Virginia, <br />1950, as amended. <br /> <br /> <br />
