3O A RESOLUTION AUTHORIZING THE CITY ~A~AGER TO EXECUTE AN AGREEMENT WITH THE VIRGINIA DEPARTMENT OF HIGm~AYS AND TRANSPORTATION TO PROGRAM AND ADMINISTER A PAVEMENT MARKING DEMONSTRATION PROJECT. W!qEREAS, the United States Department of Transportation, Federal Highway Administration, and Title 23 of the United States Code and Volume 8, Chapter 2, gl of the Federal-Aid Highway Program Manual, offers a Pavement Marking Demonstration Program to improve the pavement marking of all highways and to demonstrate the value of height-type markings for vehicle and pedestrian safety; and WHEREAS, the Virginia Department of Highways and Trans- portation prepared a Statewide application to program and administer a Pavement Marking Demonstration Project which was approved by the Federal Highway A~ministration on February 23, 1981; and WHEREAS, the City of Portsmouth and the Virginia Depart- ment of Highways and Transportation must enter into an agree- ment to maintain the highways improved under the provision of the program and which acknowledges the City's responsibilities %hereunder; and ~EREAS, said program provides that Portsmouth's share is Two H~ndred Twenty-four Thousand ($224,000.) the total cost to be paid from Pederal-Aid Highway Funds authorized for the Pavement Marking Demonstration Project. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to enter into an agreement with the Virginia Department of Highways and Transportation to maintain highways improved under the provisions of the Federal Highway Act, as amended, and supplemented.
