NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Portsmouth, Virginia: <br /> <br /> (1) That the Council of the City of Portsmouth is <br />opposed to the development of the proposed coal exporting <br />facility in the City of Portsmouth, Virginla. <br /> <br /> (2) That the Council of the City of Portsmouth re- <br />quest that the General Assembly defer action on the proposed <br />legislation pending completion of detailed feasibility and <br />environmental impact studies that adequately address the <br />environmental and economical concerns raised. <br /> <br /> (3) That if the General Assen%bly determines that the <br />interest of the Commonwealth of Virginia overide the concerns <br />of the Council of the City of Portsmouth and the interest of <br />its citizens to the extent that a coal facility will be located <br />within the City of Portsmouth, the Council requests that the <br />General Assembly adopt amendments to the proposed legislation <br />that would provide for the following: <br /> <br /> (!) That the City of Portsmouth receive as revenue <br />full tax equivalency including, but not limited to, real <br />property tax, personal property tax and/or machinery and <br />tool tax, as would be applicable if said development were <br />privately owned and operated; <br /> <br /> (2) That a plan for the orderly and satisfactory <br />development of rail and transportation access to the subject <br />property be developed in accordance with the traffic control <br />requirements and environmental quality of life of the City <br />of Portsmouth, and that the existing rail access lying <br />within the boundaries of the City of Portsmouth not be used <br />to serve the coal facility; and <br /> <br /> (3) That the Virginia Port Authority be limited <br />in the amount of land, including waterfront access, to be <br />acquired to only that acreage shown on a plat entitled, "VPA <br />Proposal, Coal Terminalr Overlay", dated March 1981, prepared <br />by the Office of City Planning of the City of Portsmouth, <br />and that the facility be limited to having an annual capacity <br />not to exceed twenty five million tons. <br /> <br /> BE IT FURTHER RESOLVED by the Council of the~City of <br />Portsmouth, Virginia, that the Governor of Virginia assure <br />the General Assembly that all other potential sites for such <br />facil.ity in Hampton Roads have been thoroughly investigated <br />before a decision to proceed with this facility, and that the <br />ultimate long term requirement of construction of additional <br />coal exporting capacity in Virginia is necessary and financially <br />viable. <br /> <br /> <br />
