A RESOLUTION AUTHORIZING THE CITY MANAGER AND CITY ATTORNEY TO DETERMINE THE APPROPRIATE ACTION NECESSARY TO INSURE ADEQUATE FUNDING OF A SYSTEM OF QUALITY ELEMENTARY AND SECONDARY EDUCATION BY THE CO~.~ONWEALTH OF VIRGINIA. WHEREAS, the participation of the Commonwealth of Virginia in funding a system of quality elementary and secondary education in the Commonwealth of Virginia has decreased in recent years in that the Standards of Quality adopted by the General Assembly have not'been fully funded; and WHEREAS, the desparity between the actual per pupil cost and the cost per pupil established by the General Assembly has increased to $18~4. per pupil for the 1980-81 school year and is projected to increase Go S274. per pupil for the 1981-82 school year based on the school funding appropriation of the General Assembly in 1980; and WHEREAS, the continuing increase in the per pupil cost of education and the difference between the actual cost and the established cost of education in the Commonwealth of Virginia must be borne by the local government; and WHEREAS, Article VIII, Section 1 and 2 of the Con- stitution of Virqinia placed the burden on the General Assembly of Virginia to provide for a system of free public elementary and secondary schools for all children of schoo! age throughout the Commonwealth and to seek to assure that an educational progra~of high quality is established and continually maintained by appropriate state and local fund- -i. ng; and WHEREAS, the cost of education is but one of the Con- tinuatly increasing demands on the resources of local govern- ment. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager and the City Attorney be, and they hereby are, authorized to determine the appropriate action necessary to insure adequate funding of a system of quality elementary and secondary education by the Conuuonwea!th of Virginia. BE IT FURTHER RESOLVED that the City Clerk be instructed to forward a copy of this Resolution to the Governor of the Commonwealth of Virginia and the Members of the Portsmouth Delegation to the General Assembly of Virginia.
