52 <br /> <br />A RESOLUTION URGING SENATOR HARRY F. BYRD, JR. AND SENATOR <br />JOHN W. WARNER TO INTRODUCE AND TO S~EK ADOPTION AND <br />FUNDING BY THE CONGRESS OF THE UNITED STATES OF A PROGRAM OF <br />PAYMENTS TO LOCAL GOVERNMENTS IN LIEU OF PROPERTY TAXES ON <br />PROPERTY OWNED BY THE FEDERAL GOVERNMENT. <br /> <br /> WHEREAS, local governments are often deprived of <br />substantial revenues which ~ould be collectible if property <br />owned by the Federal GOvernment was subject to tax as <br />private property; and <br /> <br /> WHEREAS, the location of property owned by the Federal <br />Government places continued demands on local governments <br />for urban services without commensurate return to the local <br />goverr~ent; and <br /> <br /> WH~REAS, the impact of a'substantial amount of Federal <br />property within the boundaries of local government juris- <br />dictio~ creates an immense burden on the remaining tax base <br />to support services required by private and federal property~ <br />and <br /> <br /> WHEREAS, the value of Federal real property in the City <br />of Portsmouth is estimated at $1,766,724,630.. an amount <br />which reduces the total City property value by fifty three <br />percent (53%); and <br /> <br /> ~{EREAS, Representative G. William ~itehurst has intro- <br />duced a Payments In Lieu Of Taxes B~ll ~R 3314) into the <br />House of Representatives to provide for payments to local <br />governments in lieu of taxes for property exempt from property <br />taxation under Federal law whfch is located within~the juris- <br />diction of the local government and owned by the United States, <br />a foreign government o~ an international organization; and <br /> <br /> WHERF~AS, such a proposal, if fully funded/ would yield <br />to the City approximateiy $231850,000. based on the FY-1982 <br />tax rate of $1o35 per $1OO. valuation~ and <br /> <br /> WHEREAS, passage of such legislation would do much to <br />improve public services in the ~City of Portsmouth as well as <br />%o deflate artificially high local tax rates. <br /> <br /> NOW, THEREFORE, BE ~T RESOLVED by the Council of the <br />City of Portsmouth, Virgzn~a that Senator Harry F. Byrd, Jr. <br />and Senator John W. Warner are urged to iKtroduce and to seek <br />adoption and funding by the Un±ted States Senate of companion <br />legislation to HR 3314 wh±ch will provide for payments to <br />local governments in lieu of property taxes on property <br />owned by the Federal Government. <br /> <br /> <br />
