37 <br /> <br />A RESOLUTION CREATING A CITIZENS COMMITTEE TO STUDY IMPACT OF <br />STATE AND FEDERAL LEGISLATIVE ACTIONS ON CITY GOVERNM~ENTS. <br /> <br /> WHEREAS the Virginia General Assembly has not provided <br />adequa%ealternate sources of revenue to ensure a more equit- <br />able disbursement of the burden of funding local governments; <br />and <br /> <br /> WPIEREAS, the Virginia General 'Assembly on numerous <br />occasions has removed control of certain revenue sources <br />from the discretion of local government and has repeatedly <br />passed new legislation which has mandated additional funding <br />demands on local goverr~uent; and <br /> <br /> WHEreAS, the Federal government has mandated programs <br />without adequate funding to allow compliance with the mandates. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the Council hereby creates a <br />Citizens Committee to study the impact of past legislative <br />mandates affecting local governments, legislation restricting <br />local governments ability to raise new revenues, and legislation <br />which has removed or rolled back taxing authority from local <br />governments. <br /> <br /> Such Committee shall consist of five members appointed <br />by City Council and in addition to the assigned duties and <br />responsibilities en~erated above shall: ~ <br /> <br /> (a) Document the effect that State and Federa!~mandates <br />have upon both the municipal budget and upon the tax burden <br />of the taxpayer. <br /> <br /> (b) Advise Council on legislation which the City may <br />desire to request the General Assembly to adopt to broaden <br />the City's ability to develop alternate sources of revenues. <br /> <br /> (c) Promote awareness among the members of the general <br />public of the problems identified. <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of <br />Portsmouth that the City Clerk be instructed to forward- <br />a copy of this Resolution to the Mayors and Councils of the <br />Tidewater cities of Chesapeake,'Hampton, Norfolk, Newport News, <br />Suffolk~ and Virg!nia Beach with the request that each city <br />consider creating a similar Committee, with one Committee <br />~member from each city serving on a regional panel to address <br />these issues and become an advocacy group representing South- <br />eastern Virginia. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, <br />at a meeting held May 25, 1982. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
